Guidance to SVA (Supplier Volume Allocation) Transfer of Auxiliary Data

This page provides guidance to Half Hourly customers, Suppliers and Supplier Agents on best practice in the transferring of auxiliary data on Change of Supplier and Change of Agent events.

‘Auxiliary data’ refers to information about Metering System site access that is not formally recorded on Supplier and Supplier Agent systems. Auxiliary data can be useful for gaining entry to ‘difficult to access’ sites; those sites that are physically difficult to access or that may require further instruction/action so that meter readers can obtain reads.

The ‘best practice’ is contained in a Guidance Document and two forms to use on Change of Supplier and/or Change of Agent events. These forms should be shared between Agent or Customer and should not be sent to ELEXON as part of the process. The guidance is provided as ‘best practice’. While the documents in this section have been agreed by industry members as sensible practices that may reduce error and enhance the possibility of performance improvements, they should not be used as procedures which instigate processes.

SVA Transfer of Auxiliary Data Discussion Groups

The need for guidance and standardised procedures was identified during industry discussion groups hosted by ELEXON. The discussion groups advised that standardised procedures would help facilitate the transfer of auxiliary data between sites classified as difficult to access.

The initial motivation of the groups was to consider problems in achieving the 97 per cent Performance Level for Non Half Hourly (NHH) energy settled on Annualised Advances (Serial SP08a), caused by difficult-to-access sites. The groups also considered the transfer of data relating to site access (termed by the group ‘Auxiliary Data’) between SVA participants, and they agreed how to progress solutions to site access and data transfer issues.

The groups reported that the problems involve Suppliers, Supplier Agents and Gemserv. They highlighted overlap between the work of the Customer Transfer Programme and the Transfer of Auxiliary Data Groups, so it was deemed appropriate to involve the Customer Transfer Programme.

The discussion groups consisted of a Steering Group (of fixed composition) and an Expert Group (of varying composition as directed by the Steering Group). The following participants were represented:

  • Suppliers
  • Supplier Agents
  • Gemserv
  • The Customer Transfer Programme
  • ELEXON

The findings of the Steering Group and Expert Group were reported to the Supplier Volume Allocation Group (SVG). The outputs of the Groups consisted of the SVA Transfer of Auxiliary Data Guidance Document, two Data Transfer Pro-Formas, and six proposed amendments to the Master Registration Agreement (MRA). Additionally, the SVG recommended that the issues surrounding long-term vacant sites should be considered by the Volume Allocation Standing Modification Group (VASMG). This matter was raised for consideration as Issue 14.
