BETTA - British Electricity Trading and Transmission

The British Electricity Trading and Transmission
Arrangements (BETTA), proposed by the Office of Gas and
Electricity Markets (Ofgem) and the Department of Trade and
Industry (DTI), created a fully competitive British-wide
wholesale electricity market for the first time. The new
arrangements were implemented on 1 April 2005.
The ELEXON BETTA Project was a component of an Ofgem/DTI
BETTA Programme. Information about the Ofgem/DTI BETTA
Programme is published on the Ofgem website (available from the
link on the right).

ELEXON's Role in BETTA
The approval of
Modification Proposal P108 extended the scope of
ELEXON’s remit to enable it to participate and prepare
for the implementation of BETTA. Under P108, ELEXON was
authorised to provide and procure services in connection with
the development and implementation of BETTA. This work was
co-ordinated under an ELEXON BETTA Project.
The ELEXON BETTA Project was a component of the Ofgem/DTI
BETTA Programme. The objective of the Ofgem/DTI BETTA Programme
was to create a framework for a competitive Great Britain (GB)
wholesale electricity market, through the creation of GB
trading and transmission arrangements, including reform of the
transmission sector. A single electricity market with a single
set of rules, the features of this arrangement is as
follows:
- The creation of a single Great Britain Balancing and
Settlement Code (GB BSC), a single Great Britain Connection
and Use of System Code (GB CUSC), a new SO-TO Code (STC), and
a single Grid Code, each covering the whole of Great Britain
(i.e. England, Scotland and Wales). This includes a single
British Balancing Mechanism and imbalance settlement. In
addition, the connection and use of system charging policies
were harmonised for the whole of Great Britain.
- The appointment of a single System Operator (SO)
responsible for balancing generation and demand for the whole
transmission system in Great Britain together with three
Transmission Owners (TOs) based on the current transmission
businesses of National Grid, Scottish Power and Scottish and
Southern.
The objective of the ELEXON BETTA Project was to enable
ELEXON to prepare for the role required under the GB BSC. This
included the development of the GB BSCCo and BSC Agent systems
and commercial arrangements that were necessary to support the
implementation of the GB BSC.
