Volunteering for SVG, ISG, PAB or TDC Membership
Opportunities to serve on the SVG, ISG, TDC and PAB arise at regular intervals,
and ELEXON maintains a list of volunteers from whom Members and Alternates are selected.
Applications are welcome from any representative of a signatory to the Balancing
and Settlement Code (BSC). Terms of Reference for all committees are available from
the related documents menu alongside.

Imbalance Settlement Group (ISG)
The ISG has delegated responsibility for overseeing the detailed operation of the
Imbalance Settlement processes and systems. These processes are associated with
the operation of the Central Services Agents (i.e. Balancing Mechanism Reporting
Agent (BMRA), Central Data Collection Agent (CDCA), Central Registration Agent,
Energy Contract Volume Aggregation Agent (ECVAA), and Settlement Administration
Agent (SAA)), Funds Administration Agent (FAA) and the Interconnector Administrator.
Summary of areas of ISG responsibility:
- approving changes to the Code Subsidiary Documents assigned to it (see tables 1a
to 1h of the ISG Terms of Reference);
- authorising changes to Imbalance Settlement operational data, e.g. CVA Line Loss
Factors;
- progression of Change Proposals for Imbalance Settlement;
- determination of Credit Assessment Load Factor Appeals; and
- approval of Trading Unit applications.

The Performance Assurance Board (PAB)
The role of the Performance Assurance Board (PAB) is to conduct and administer activities
to provide assurance that all participants in the Balancing and Imbalance Settlement
market are suitably qualified to participate and that the relevant operational standards
are maintained.
The PAB is appointed by and reports to the BSC Panel, and is responsible for the
conduct and application of the following performance assurance techniques: SVA qualification,
entry processes, technical assurance, operational audit, liquidated damages and
peer comparison.
Supplier Volume Allocation Group (SVG)
The SVG has delegated responsibility for overseeing the detailed operation of the
Supply Volume Allocation processes and systems. These processes are associated with
the operation of the Settlement Volume Allocation Agent (Cap Gemini), Supplier Agents
(Half Hourly and Non Half Hourly Data Aggregators and Data Collectors) and the Settlement
Metering Registration Service.
Summary of areas of SVG responsibility:
- approving changes to the Code Subsidiary Documents assigned to it (see Tables 1a
to 1h of the SVG Terms of Reference);
- authorising changes to SVA operational data, e.g. SVA Line Loss Factors and Market
Domain Data; and
- progression of Change Proposals for Supplier Volume Allocation.

The Trading Disputes Committee (TDC)
The role of the TDC is to ensure that all Trading Disputes and Manifest Errors are
resolved in order that errors are corrected and the integrity of settlement is maintained.
The principal functions and powers of the TDC are to:-
- investigate and resolve all Trading Disputes in accordance with the provisions of
Section W and consistently with the provisions of the Code;
- monitor the operation of, and recommend modifications to, the BSC Procedures which
support the Query and Dispute processes;
- submit recommendations to the Panel for the modification of the Code and/or any
Code Subsidiary Documents arising out of the activities of the Trading Disputes
Committee.
The TDC also has responsibility for ruling on claims of Manifest Error, determining
the replacement bid/offer prices in such circumstances, and considering any claims
for compensation. The TDC is appointed by and reports to the BSC Panel. To serve
on the TDC, a minimum of five years experience in the electricity industry, in any
discipline, is required.
Member/Alternate Requirements
Experience
Experience relevant to the committee concerned (see above).
Time Commitment
Both committees meet on a monthly basis, usually at ELEXON’s offices in central
London. Correspondence papers may be taken between meetings. Emergency telephone
meetings are occasionally convened. Some pre-reading of papers is required, particularly
in relation to the PAB.
Other Attributes
The normal proceedings of ISG and SVG are open and observers may attend. However,
some of the business conducted may be confidential and will be held in closed session.
Most of the TDC and PAB meeting proceedings are confidential, and members must be
able to respect and protect this confidentiality.
Members of all committees attend as industry experts, and do not represent the interests
of their employers. Letters to this effect must be received from their employers.
Members are covered by an indemnity to cover liabilities that might arise from fulfilling
their responsibilities.
Meetings can be mentally taxing and long. A degree of physical and intellectual
stamina is required!
