Summary

In recent years the cost of amending the Balancing Mechanism Reporting Service (BMRS) to implement new reporting requirements has come to be perceived by the Imbalance Settlement Group (ISG) and industry participants as unreasonably high. As a result, BMRS has not tended to be considered as an implementation mechanism for new reporting requirements. CP1217 was  raised by Elexon on 9 November 2007, aims to achieve savings in the cost of changing and operating the BMRS by rationalising the current three delivery routes to two. CP1217 proposes to discontinue the private ‘High Grade’ BMRS website. The BMRS infrastructure would be reconfigured to provide access to the public ‘Low Grade’ website over the ‘High Grade’ network. This would allow continuing access to the BMRS website for users connected only to the High Grade network.

Progression

CP1217 was raised on 9 November 2007. CP1217 was issued for Industry Impact Assessment as part of CPC00621.     CP1217 was presented to the ISG on 29 January 2008 for a decision on progression. The ISG rejected CP1217 as there was no cost benefit for the change after implementation costs and potential savings were considered.
