Submit a Modification Proposal
Who can raise a Modification Proposal?
Any BSC Party, the National Consumer Council and any other body representative of interested third parties designated by the Gas and Electricity Market’s Authority can raise Modification Proposals. The BSC Panel itself can also raise Modification Proposals in certain limited circumstances.
Deadline for submitting Modification Proposals
You can submit a new proposal at any time. If you want the proposal to be discussed at the next BSC Panel meeting, you need to submit it by 12pm on the Monday of the week before the BSC Panel meeting. BSC Panel meetings are held on the second Thursday of every month.
Where special circumstances such as public holidays require the deadline to be moved, we will let you know.
How can I submit a Modification Proposal?
To submit a Modification Proposal please complete the Modification Proposal form and email to modifications@elexon.co.uk. This document also includes guidance on how to complete the form.
Submit a BSCP40 Issue
Where a Party feels they have encountered a problem with one or more of the Code Subsidiary Documents, but are unsure of if or how to progress a potential change, it may present an issue to the relevant Panel Committee to seek guidance.
If you want to raise a BSCP40 issue for consideration by a Panel Committee, please fill in the BSCP40 Issues Form and email it to ccc@elexon.co.uk.
Submit a Standing Modification Group Issue
Those who can raise a Modification Proposal (BSC Parties, the National Consumer Council and any other body representative of interested third parties designated by the Gas and Electricity Market’s Authority) can submit issues for consideration at a Standing Modification Group.
A Standing Issue is used to understand an issue with the BSC and to obtain guidance in producing the Modification Proposal. The BSC Panel itself can also raise Modification Proposals in certain limited circumstances.
To submit an Issue please complete the Standing Issues Form and email it to modifications@elexon.co.uk.
What happens next?
We will allocate the relevant Standing Modification Groups and schedule a meeting with the group, taking into account the Group’s workload.
Submit a Draft Change Proposal
Any BSC Party, any BSC Agent, the BSC Panel or its Committees and ELEXON can submit Draft Change Proposals. DCPs are submitted by a Party’s BSC Change Administrator (BCA). The BCA is someone who has been nominated by their Party to submit Draft Change Proposals and Change Proposals and to respond to impact assessments.
Party Agents are not authorised to submit Draft Change Proposals. If you are a Party Agent and want to propose a change to the Trading Arrangements, you must do so via your Party organisation.

Submit a Change Proposal
