Standing Modification Group Issues
The BSC Panel may establish any number of Modification Groups on a standing
basis and authorise any such standing group to consider issues (as well as
Modification Proposals) within specified areas. Issues may be submitted to
these groups for consideration by any party entitled to raise a Modification
Proposal (BSC Section F2.1.1).
