Draft Change Proposals
A Draft CP (DCP) is a proposal to amend a Code Subsidiary Document, a Configurable Item or an associated product that contains one or more proposed solution(s). DCPs provide an opportunity for participants to consult upon potential concerns and solutions by submitting change for a participant review. This enables the originator of the change to gain an understanding of Industry opinion and indicative support for their concerns/solutions before a CP is raised.
ELEXON will issue the DCP for participant consultation as part of a Change Proposal Circular (CPC) and send responses to the DCP originator. The DCP originator can then decide how to progress the DCP. Either they can amend the DCP and request it be reissued for further consultation, or they can request to a Panel Committee that a working group is set up, or they can raise a CP, with a single fully defined solution and associated redlined text, or they can decide to close the DCP.
If the originator is requesting that a Panel Committee consider the Draft CP for discussion at a Working Group they should complete the relevant section of the Draft CP form.
To submit a DCP a Party should fill in BSCP40/01 and send it to ELEXON ccc@elexon.co.uk along with the associated redline text.
Draft Change Proposals can be submitted by any BSC Party, any BSC Agent, the BSC Panel or its Committees and ELEXON.
ELEXON maintains a list of individuals within the above organisations who have been nominated to submit Draft Change Proposals. All Draft Change Proposals should be submitted by those individuals.
Note that Party Agents are not authorised to submit Draft Change Proposals. If they wish to propose a change to the Trading Arrangements, they should do so via their Party organisation.
