Latest News
We awarded the Business Process Outsourcing, Hosting and Communications contract to Logica on 30 April. This contract, taking us to March 2014, is worth about £40m and delivers significant operational cost savings compared with our current contract. This has been achieved through a rigorous competitive procurement exercise which identified new technologies and more efficient processes to deliver cost reductions. The contract also includes incentives to introduce further process efficiencies and innovation during the term.
In the coming months, we’ll discuss the financial impact of this award on our customers and revise our 2008/09 Budget which will reduce as a result of the cost savings secured.
In the immediate future we will engage our customers on the impact of this new contract, namely, in the short term, the replacement of the dated Central Volume Allocation (CVA) Communications Network which facilitates the flow of information between BSC Parties and Logica. Logica will also deliver a full technology refresh as the current technology is nearing the end of its supported life.

Project Isis was created to ensure that the BSC Systems operated and maintained by our main BSC Agents continue to be robust and efficient beyond the end of the current contracts. Our Operation contracts expire in 2009 and our Maintenance contacts expire in 2010. We’re procuring these two elements separately.
The BSC Systems are IT hardware and software systems that settle electricity imbalances each day. The processes that ensure balancing and settlement is performed are called Central Volume Allocation (CVA), Supplier Volume Allocation (SVA) and Funds Administration.
Objectives
Project Isis was set up to:
- Plan and deliver fair, open, transparent procurements for the seven BSC Agents that deliver the CVA, SVA and Funds Administration services.
- Work in partnership with our current and future service providers to plan the exit management for the services.
- Work in partnership with our current and future service providers to plan and manage a secure transition to the new services.
- Deliver value for money and efficiencies to our customers.
What we’re procuring
In 2006, we consulted with our customers to make sure we procured the right services with improvements you want. We also reviewed the different ways that the services could be delivered which could drive out efficiencies and economies.
We have two phases of procurement covering the seven BSC Agents that fulfil the services. Go to the Procurement Horizon page for more information on these Agents.
Phase 1 - Business Process Outsourcing, Hosting and Communications of the BSC Agents delivering CVA, SVA and Funds Administration.
The IT hardware and software systems have been in place since 2001 and operated for each half hourly settlement period, 24 hours a day, 365 days a year since then. We’re not replacing those systems: we’ve re-procured their hosting and operation. This phase is now complete.
Phase 2 - management and development of these IT hardware and software systems. The systems can be changed by the industry (through the Modification and Change Processes) to deliver improvements and efficiencies. The service provider that wins this procurement will maintain and develop the systems when changes are approved. This procurement will be in late 2009.
Where are we now?
We’ve started the implementation stage of the Business Process Outsourcing, Hosting and Communications contract. In the run up to the start of the contract in early 2009 Logica will replace the dated CVA Communications Network, deliver a technology refresh and the SVA services will be transitioned from the existing service provider to Logica. The replacement Communications Network will have most impact on you as our customers and we’ll keep you informed of the next steps through Newscast, the Isis Bulletin and via Seminars.
The next Isis Bulletin will be published in mid May and we’re running an Isis Seminar on the new contract on 5 June 2008. Go to the events section to find out more information and register to attend.
