Submission of Generation Capacity (GC) and Demand Capacity (DC) for the Spring 2008 BSC Season
The next BSC Season (Spring) begins 1 March 2008 and the deadline for the submission of Generation Capacity and Demand Capacity values is 18 February 2008
How can I do this?
These values are submitted using Form 15/4.3 of
Balancing and Settlement Code Procedure (BSCP) 15 ‘BM Unit Registration’(246Kb)
which
must be signed by a category A or F authorised signatory (please refer to
BSCP38 ‘Authorisations’(74Kb)
for
further information on signatories). The timetable for providing this data is
in BSCP15; it states that the data should be notified to the Central
Registration Agent (CRA) no less than 10 Working Days before the start of each
BSC Season.
Where do I send the values?
Estimated values should be notified to the CRA by email:
NETA@IMSERV.invensys.com or by fax: 0870 833 5601, using form
BSCP15/4.3. Please ensure the
values are consistent with the energy units for that column of the form.
Even if the GC and DC values for a BM Unit are identical to those for the
previous BSC Season, the Lead Party must submit the values for the new Season.
The BSC Requirements
The requirements for Lead Parties to notify the estimated maximum positive and
negative BM Unit Metered Volumes (QMij) in MWh to the CRA to enable the
calculation of Generation Capacity and Demand Capacity are detailed in
K3.4 of the BSC(158Kb)
.
When should I change the GC or DC values?

Initially, at the time of registration;
-
Seasonally, no later than 10 working days before the start of the BSC Season.

If the current Season values submitted are breached by more than the limits set
out in Section K3.4.3 of the BSC. Following a breach, Parties can re-declare
upwards at any time using BSCP15/4.4.
In addition to the above, if the Lead Party of a Supplier BM Unit becomes aware
or believes that the existing DC value will increase, the Lead Party may, up to
twice in each BSC Season, notify the CRA of the new value for the remainder of
the season.
The lower and upper MW limits are derived from applying the percentage limit to
the minimum and maximum capacities. The percentage threshold is 2% and applies
to BM Units between a minimum 100MW and maximum 500MW capacity.

This gives upper absolute limits of 2MW and 10MW respectively.
In summary, a Lead Party would be required to re-declare its GC or DC estimate
within a BSC Season if, for any Settlement Period:
a) The actual positive metered volume for any Settlement Period exceeded GC; or
b) The actual negative metered volume for any Settlement Period was less (more
negative) than DC,
by a volume of more than 2MW and more than either or both of the following:
(i) 2% of the declared capacity; and/or
(ii) 10MW.
What can be the impact of changing GC or DC?
A change of GC and or DC may result in a change to the Production/Consumption
(P/C) Status of a BM Unit. Parties that are in a Trading Unit with other Lead
Parties should note that any BM Unit leaving/entering the Trading Unit or a
re-declaration of the GC/DC values of any of the BM Units in the Trading unit
may result in a change of P/C Status of all the BM Units within the Trading
Unit.
Lead Parties should ensure that the Metered Volumes associated with such BM
Units are notified from the correct account. Also, if the P/C Status of a BM
Unit with a Meter Volume Reallocation Notification Agent (MVRNA) Authorisation
set up changes as a result of a re-determination, the MVRNA Authorisation will
be end dated automatically with an ‘Effective To Date’ of the Settlement Date
prior to the P/C Status Change. Lead Parties will need to set up another
Authorisation referencing the new Account.
