Metering Dispensations
The Balancing and Settlement Code (BSC) contains arrangements for the Registrant
of a Metering System to apply to the Panel for a Metering Dispensation, if for financial
or practical reasons the associated Metering Equipment is not compliant with the
applicable Code of Practice.
Section L - Metering(73Kb)
of the BSC contains the obligations and requirements for Metering Dispensations.
Section L also allows for generic Metering Dispensations to be applied to any item
of Metering Equipment. For further information about current generic Metering Dispensations,
please refer to the Codes of
Practice .
BSCP32 - Metering Dispensations(88Kb)
defines the interfaces and timescales for Metering Dispensation applications, as
well as providing the forms for application.
Generic Metering Dispensations
The BSC Panel may, on its own initiative or upon the application of a Party, establish
Metering Dispensations from the requirements of any relevant Code of Practice, attaching
generally to any item of Metering Equipment. Such dispensations are referred to
as “Generic Dispensations”.
New Metering Dispensation – Code of Practice 1 and 2
A new Generic Metering Dispensation was granted by the Imbalance Settlement Group
on 20 March 2007. The dispensation covers the installation of Meters and Outstations
which comply with the previous issues of CoP1 (issue 1) and CoP2 (issue 3). The
dispensation allows Parties to install Metering Equipment that complies with the
previous versions until 23 February 2008. This dispensation was granted in recognition
that currently there are no Meters or Outstations available for the latest versions
of CoP1 (issue 2) and CoP2 (issue 4).

Metering Dispensation Review Group (MDRG)
The Metering Dispensation Review Group (MDRG) is a formal review group, with the
Terms of Reference endorsed by the ISG (Imbalance and Settlement Group) and the
SVG (Supplier Volume Allocation Group), to support ELEXON in the technical review
of Metering Dispensations applications.
Members of the MDRG are industry metering experts in either the Central Volume Allocation
(CVA) or Supplier Volume Allocation (SVA) arrangements. The MDRG do not represent
the interests of their employers. For further information on the duties of the MDRG,

alongside.
