Summary
Following the outcomes of the Code Governance Review (Phase 2), P296 seeks to introduce a new Fast Track Self-Governance Modification process for the quick progression and implementation of minor housekeeping changes to the Balancing and Settlement Code (BSC).
Following publication of the associated Electricity Transmission Licence: Standard Condition C3 (SLC C3), as required by the changes to the Standard Licence Conditions (SLC) C3, the new Fast Track Self-Governance process needs to be incorporated into the BSC by 31 December 2013.
Progression
The Panel agreed to raise Modification P296 at its meeting on 11 July 2013. The Modification was submitted directly to the Report Phase and issued for Industry Consultation on 15 July 2013, with responses to the Consultation due back by 5 August 2013.
Following the Report Phase Consultation, the Panel made its final recommendation that P296 should be approved at its meeting on 12 September 2013.
P296 was approved by Ofgem on 17 October 2013 and was implemented on 6 November 2013 as part of the November 2013 BSC Systems Release.
