New Chairman appointed to the BSC Panel and BSCCo Board

Michael Gibbons OBE has been appointed as Chairman of the BSC Panel and BSCCo Board. Michael, who has a wide range of relevant experience in the energy industry, will oversee his first Board meeting on 2 October and his first Panel meeting on 10 October.
The appointment was approved in July 2013 by Ofgem and follows a rigorous six-month recruitment process that produced a strong field of candidates. Michael is the third person to hold this post and takes over from Andrew Pinder, who is stepping down in September at the end of his three-year term.
Michael Gibbons said: ‘I am very pleased to have been appointed to this role and look forward to meeting the people involved and helping to take up the challenges facing the Panel and the Board. The next few years are certainly going to be a period of significant change in the electricity industry, and there will be a need for us all to respond to those changes.’

Michael brings to the role a wide range of relevant experience in the energy industry, having spent 11 years with Powergen. This included a period as managing director of Powergen’s UK gas business, where he set up the company’s gas trading operation. Since leaving Powergen he has maintained his involvement with the industry in particular by his directorships of Powerfuel Power and now 2Co Power (Yorkshire) Ltd, directorship and now chairmanship of the Carbon Capture and Storage Association, and by his chairmanship of the TUC Clean Coal Task Group and of UKWEC, the UK National Committee of the World Energy Council. He has also in the past served as chairman of the CBI electricity privatisation working party, a member of the Gas Consumers Council and expert adviser to the European Commission on energy pricing.
Michael has had a number of public-sector responsibilities, notably related to regulatory issues. He is chairman of the Regulatory Policy Committee, which consists of eight independent experts tasked to provide advice to the government on the analysis supporting new regulations. He is author of the government-sponsored Review (the Gibbons Review) of Employment Dispute Resolution Regulations, and he has chaired a Practitioner Panel on the simplification of employment law for the DTI. He was appointed by the European Commission to the High Level Advisory Group on Administrative Burdens.
Michael was awarded an OBE for services to regulatory reform in the New Year Honours List 2008.
