This is notification that Lovely Energy Limited (Party ID: LOVELY) will withdraw from the Balancing and Settlement Code on 31 January 2012. This Circular contains further related information.

There was a National Grid Unplanned Outage from approximately 09:30 (GMT) today. During this time no data was received from National Grid to the BSC Central Services live site. At approximately 11:00 (GMT) today, BMRA started receiving the impacted files again. By 12:15 (GMT) the back log of files had been processed and BMRA was up to date.

We have issued a consultation today on the value of Credit Assessment Price (CAP).  This is now available on the ELEXON website. 

We are inviting Trading Parties to indicate whether they agree with the proposal that the value of CAP should be decreased to £47/MWh from its current level of £51/MWh.

As of Settlement Period 1 on Saturday 14 January 2012, Spark Energy Supply Ltd (registered number 05857467) ceased to be in Credit Default, and therefore the Default under BSC Section H3.1.1(c)(iii) also ended.

This Circular confirms that Spark Energy Supply Ltd is no longer in Default of the BSC.

On Monday 09 January 2012 there was an outage of the system that sends out and receives switching signals to tele-switched meters, the Central Teleswitch Control Unit (CTCU). The total outage time was approximately 9 hours (00:15 to 09:30). Further information is in the circular.

At its meeting held today the BSC Panel considered the position of Spark Energy Supply Ltd (registered number 05857467). The Panel noted that Spark is in default of BSC Section H3.1.1(c)(iii). The Panel passed the resolutions that are set out in this circular.

We previously reported an issue with Central Data Collection Agent (CDCA) software treating exporting Grid Supply Point (GSP) Group Takes as import (circulars EL01914, EL01919 and EL01925). A software fix has been deployed to enable the CDCA to report exporting GSP Group Take volumes correctly.

This Circular reports the resolution of a potential operational issue relating to inclusion of a very small Average Fraction of Yearly Consumption (AFYC). This concerns an AFYC value of 0.000001 for the settlement combination of Profile Class (PC) 5, Standard Settlement Configuration (SSC) 0134 and Time Pattern Regime 00250 in the Northern GSP Group (_F). The Interim Initial CDCA Aggregation run for Settlement Date 23 November 2011 issued to participants on 28 November 2011 incorrectly omitted a significant amount of generation for BM Unit T_BAGE-1 on this Settlement Date.

The Interim Initial CDCA Aggregation run for Settlement Date 23 November 2011 will be re-run and issued to market participants on 30 November 2011.

Further to ELEXON Circular EL01928, you are advised that the planned outage completed successfully at 09:15 (GMT). The BSC Central Services are now fully restored.

Following an erroneous submission to MDD184, Market Participants EMEB and EELC now appear with the incorrect Market Participant name in MDD Online. This is a reference only table and will not affect the loading of industry flows.

There will be a ‘planned BSC Agent downtime’ for the BSC Central Services between 22:57 (GMT) on 22 November 2011 and 09:15 (GMT) on 23 November 2011.

Further to ELEXON Circular EL01924, you are advised that the ‘planned BSC Agent downtime’ for the BSC Central Services, scheduled to take place between 04:57 (GMT) and 09:15 (GMT) on 16 November 2011, has been postponed.

As reported in BSC Central Services Bulletins 154 and 155, there was an interruption to the BMRA data feed on Saturday 12 November 2011 between 03:30 (GMT) and 10:50 (GMT).

The North Scotland GSP Group has exported in 14 Settlement Periods. This circular explains the impact on BSC Parties.

There will be a ‘planned BSC Agent downtime’ for the BSC Central Services between 04:57 (GMT) and 09:15(GMT) on 16 November 2011. The outage is required to carry out a Disaster Recovery test of the BSC Central Services.

Earlier today, Wednesday 2 November 2011, there were two separate occasions which saw TIBCO disconnections for some high grade participants. Further information is contained in the Circular.

At 20:11 (BST) on Thursday 27 October 2011 there was a brief interruption on the high grade network which caused TIBCO disconnections for all high grade participants. Further information is contained in the Circular.

UK time changes on Sunday 30 October 2011 from British Summer Time (BST) to Greenwich Mean Time (GMT)/ Coordinated Universal Time (UTC) at 02:00 (BST). This will result in a ‘long’ day as the clocks ‘go back’ an hour.

BSC Parties were notified through EL01914 that the North Scotland Grid Supply Point (GSP) Group had exported in Settlement Period 48 on 6 September 2011 and Settlement Periods 1 and 2 on 7 September 2011.  We will be providing an update on the issues raised in EL01914 later this week.  In the meantime, this circular provides information on steps we have taken to ensure that the events of 6 and 7 September do not lead to error in subsequent Credit Cover calculations.

This circular invites you to respond to a consultation on proposed changes to the GSP Group Correction Factor Scaling Weights.

The annual review of the Market Index Definition Statement has been carried out and the ISG is seeking industry views on possible changes to the products and timebands that are included in the MIDS. Any changes would affect the calculation of the reverse Energy Imbalance Price.

Isramart SRL (a Romanian company with registered number RO25620601) and decided to serve an Expulsion Notice.  Circular EL01901 previously notified the Authority and other Parties of the Panels intention to expel Isramart from the BSC.  No representations were made from Parties in relation to the default or the Panel’s intention to expel Isramart from the BSC. The Authority has approved the expulsion.

This circular is an update to circular 01895 for missing temperature data on Settlement date 11 July 2011.

You may have experienced problems receiving Acknowledgements and Negative Acknowledgements for Volume Notifications submitted between 12:50 (BST) and 14:00 (BST) today, Wednesday 13 July 2011.Initial investigations suggest that some Volume Notifications may have missed Gate Closure due to this failure.

For each Settlement Day (SD), the SVAA’s Daily Profile Production (DPP) system produces the Profile Coefficients required to calculate the consumptions for each Profile Class. The SVAA provides the daily profile information to Suppliers and Non-Half Hourly Data Collectors (NHHDCs).

Unfortunately due to a processing error by the CRA the incorrect Party ID FSE001 (two zeros) has been registered for Settlement Day 7 June 2011.

This incorrect ID has therefore been used in the SAA Settlement Reports issued for this date on 14 June 2011 and 29 June 2011.

The correct Party ID is registered in CRA effective from 8 June 2011.

Updated Supplier Volume Allocation (SVA) Line Loss Factors (LLFs) have recently been approved for use in Settlement by the Supplier Volume Allocation Group (SVG). Details of the approved LLFs are contained within this Circular.

We are planning to extend the GSP Group correction mechanism to Half Hourly (HH) metered volumes.  This circular gives notice to Suppliers that, following further consultation, a Market Domain Data (MDD) Change Request will be raised to introduce new HH and Non-HH scaling weights for use in GSP Group Correction from 1 April 2012. As we notified in Circular EL01885, ELEXON’s connection to the NETA Network failed at around 23:50 on 17 May 2011. The fault was resolved yesterday evening and the network is now operating as normal.

On Wednesday 20 April 2011 the Non-Half-Hourly Data Aggregator for the Market Participant ID (MPID) MANW submitted Supplier Purchase Matrix (SPM) data containing duplicate records. As a result, this nearly doubled the consumption for two Settlement days.

Further to ELEXON Circular EL01879, On 14 April we become aware of an issue with the D0286 file produced by the MDD publish on the 13 April.

At its meeting on 14 April 2011, BSC Panel considered whether to serve an Expulsion Notice on MA Energy Limited.  The Panel decided to defer its decision on whether to serve an Expulsion Notice for 28 days.

BSCCo will continue to closely monitor the situation and may request that the BSC Panel reconvenes at an earlier date to consider any further actions deemed necessary.

We have become aware of an issue with the D0286 file produced by yesterday’s MDD publish which is preventing this file from loading into Non Half Hourly Data Aggregators (NHHDA) systems. The issue is with a discrepancy between the DA Run Date and the SVA Notification Date for 4 records within the flow.

Please be aware that due to a Payment Default by MA Energy Ltd you may receive a “Default Share Amount” on today’s Advice Note.  Funds have been received from MA Energy Ltd after today’s Advice Notes were generated. Funds will be redistributed through a “Refund Amount” on tomorrow’s Advice Note, 08 April 2011.

The TDC has concluded that the use of the Teleswitch Data supplied by the Teleswitch Agent for Settlement Dates 17-20 March 2011 has had no material impact on Settlement and therefore no retrospective changes will be made.

The data supplied by the Teleswitch Agent has been used for Settlement Date 24 March 2011 and is expected to be used for future Settlement Dates. We are continuing to work with the Teleswitch Agent to resolve this ongoing issue.

The Teleswitch Agent has advised that due to ongoing communications network issues, incomplete Teleswitch data was received for Settlement Date 23 March 2011, by the SVA Agent. We’ve therefore applied default data from 16 March 2011.

Steps are currently being undertaken to resolve the underlying communications issues and we hope to use the Teleswitch Data sent by the Teleswitch Agent for the Settlement Date 24 March 2011 onwards.

We will issue further circulars advising on the action taken for each Settlement Date.

The Teleswitch Agent has advised that due to ongoing communications network issues, incomplete Teleswitch data was received for Settlement Date 22 March 2011, by the SVA Agent. We’ve therefore applied default data from 16 March 2011.

A meeting of the TDC has been arranged for 25 March 2011 to discuss using default data for Settlement Dates 17-20 March 2011 as per circular EL01872, a further circular will be sent after this meeting informing the industry of the outcome.

The underlying communications issues are not yet resolved and this issue may affect subsequent Settlement Dates. ELEXON is working with our Teleswitch Agent to identify the root cause of these recent issues.

We will issue further circulars advising on the action taken for each Settlement Date.

The SVAA and SAA Settlement Calendars for 2010/2011 have been amended to move the Payment Dates, for a number of Settlement Dates, from 29/04/2011 to 03/05/2011 to account for the Royal Wedding Bank Holiday. On Tuesday 22 February 2011, the Authority appointed NasdaqOMX Stockholm AB (“NOMX”) as a Market Index Data Provider through the approval of version 6.0 of the Market Index Definition Statement.

On Thursday 17 February 2011, the Non Half-Hourly Data Aggregator (NHHDA) for the EDF Energy PLC (Market Participant ID: LOND) submitted an Erroneously Large EAC of nearly 10TWh to the Supplier Volume Allocation Agent (SVAA) for the North Scotland GSP Group (_P). 14/01/2011 - In ELEXON Circular EL01851, we notified you that, owing to MA Energy Ltd being in Payment Default with insufficient Credit Cover to cover its Advice Notes, you might be receiving notice to pay a “Default Share Amount” as described in Section N9.6.4 of the Balancing and Settlement Code (“BSC”). The total amounts to be paid by Payment Parties were £35,680.88, determined on Monday 10th January, and £2,395.12, determined on Tuesday 11th January (inclusive of VAT).

14/01/2011 - At a meeting of the Panel on 13 January 2011, the Panel considered the position of MA Energy Limited (Company Number: 06541758). MA Energy Limited has been in Default under Section H3.1.1(c)(iii) of the Balancing and Settlement Code ("BSC") since 1 December 2010. As a result, the Panel intends to expel MA Energy Limited from the BSC.

12/01/2011 - In ELEXON Circular EL01843, we notified you of the resolutions of an urgent Panel meeting regarding the Default of MA Energy under Section H3.2.1(c)(iii) of the Balancing and Settlement Code ("BSC"). Please be aware that the Party is now in Payment Default with insufficient Credit Cover to cover its Advice Notes.

30/12/2010 - Central Networks has failed to meet the deadlines required in Balancing and Settlement Code Procedure (BSCP) 128 - Production, Submission, Audit and Approval of Line Loss Factors (LLFs). Following Central Networks failure to meet 30 September 2010 deadline the BSC Panel Subcommittees agreed extensions which have not been met.

29/12/2010 - Further to BSC Central Services Bulletins 152 and 153, there was an unplanned National Grid outage between approximately 20:20 and 23:06(GMT) on 25 December 2010.

23/12/2010 - This is notification that C & M Distributors (UK) Ltd will withdraw from the Balancing and Settlement Code on 24 December 2010, in accordance with Section A5.1 of the Code.

17/12/2010 - There was a delay in processing Balancing Mechanism Reporting Agent (BMRA) files between 15:11 (GMT) and 17:45 (GMT) yesterday, 16 December. The issue has now resolved and the BMRA is processing files as normal.

09/12/2010 - Due to the Teleswitch issue highlighted in ELEXON Circular EL01845, incomplete Teleswitch data was received for Settlement Date 6 December 2010 by the SVA Agent. We’ve therefore applied default data from 03 December 2010.

06/12/2010 - We have been advised that the Teleswitch files for Settlement Dates 4 December to the 6 December are missing switching data between approximately 22:00 (GMT) on 4 December and 08:15 (GMT) on 6 December.

02/12/2010 - Updated Supplier Volume Allocation (SVA) Line Loss Factors (LLFs) have recently been approved for use in Settlement by the Supplier Volume Allocation Group (SVG).

01/12/2010 - This afternoon an urgent BSC Panel meeting was held to consider the position of MA Energy Ltd. The Panel noted that MA Energy was in Default of BSC Section H3.1.1(c)(iii) as on 1 December 2010. The Panel heard from representatives of the company. The resolutions passed by the Panel are set out in this circular.

26/11/2010 - We’ve been advised that there was a delay in processing Balancing Mechanism Reporting Agent (BMRA) files between 07:50 (GMT) and 10:30 (GMT) today, 26 November. The issue has now resolved and the BMRA is processing files as normal.

24/11/2010 - Improving the recent instability of the High Grade communications network has been a top priority for ELEXON in the past few months. One of the final steps in the plan to address the instability will be carried out between 09:00 (GMT) and 10:00 (GMT) on Tuesday 30 November. This will specifically impact the High Grade communications line, used by National Grid.

12/11/2010 - We’ve been advised that no Interconnector Output Usable data has been sent by National Grid to the BSC Central Services since the deployment of the November 10 Release.

05/11/2010 - You are advised that the 2-52 Week Ahead Output Usable file (UOU2T52W) published yesterday, 4 November, contained incorrect fuel types for some BM Units for certain weeks next year. A corrected version of this file has now been received and has been published by the BSC Central Services.

04/11/2010 - Further to BSC Central Services Bulletin 151, we’ve held an urgent meeting with National Grid, the BSC Central Services Agent and the Application Management and Development Service Provider. The issues outlined in the Bulletin are now fully understood and can all be attributed to problems experienced by National Grid during cutover.

01/11/2010 - We’ve been advised that the ECVAA (Energy Contract Volume Aggregation Agent) I014 Notification Report for 1 November 2010, which will be issued at 02:00 (GMT) tomorrow, 2 November, will not contain credit limit and indebtedness information for Settlement Periods 25 – 27 inclusive.

27/10/2010 - There will be a ‘planned BSC Agent downtime’ for the BSC Central Services between 00:57 (GMT) and 09:15 (GMT) on 3 November 2010. The outage is required to deploy the November 10 Release.

27/10/2010 - You may have experienced problems receiving Acknowledgements and Negative Acknowledgements for Volume Notifications submitted between 14:35 (BST) and 15:01 (BST) today, 27 October 2010. Initial investigations suggest that no Volume Notifications have missed Gate Closure due to this failure.

27/10/2010 - As advised in BSC Central Services Bulletin 150, the TIBCO messages which a number of BSC Parties will not have received as a result of the High Grade communications network failure, were re-broadcast at approximately 10:45 (BST) this morning.

25/10/2010 - Further to ELEXON Circular EL01831, we’ve considered the financial impact of this issue and will not be correcting the inaccurate data prior to the R3 Settlement Run. In accordance with the Settlement Administration Agent (SAA) Settlement Calendar, the R3 Settlement Run for 30 June 2010 will take place on 1 February 2011.

22/10/2010 - UK time changes on Sunday 31 October 2010 from British Summer Time (BST) to Greenwich Mean Time (GMT)/ Coordinated Universal Time (UTC) at 02:00 (BST). This will result in a ‘long’ day as the clocks ‘go back’ an hour.

21/10/2010 - You are advised that the Average Half Hourly Interconnector flows published on the Balancing Mechanism Reporting System (BMRS) for the French and Irish (Moyle) Interconnectors have been inaccurate since the National Grid planned outage on 19 October 2010.

19/10/2010 - As part of the ongoing work to improve the stability of the High Grade communications network, we’ve agreed with the BSC Central Services Agent that they should carry out a router failover between 20:10 (BST) and 20:20 (BST) today, 19 October 2010. This is to address a router memory issue.

08/10/2010 - Further to ELEXON Circular EL01826, the BSC Central Services Agent has identified a user (a non-BSC Party) whose activity on the site was adversely affecting access for other users. This user has now been removed from the site and this has significantly improved the performance of the Low Grade Balancing Mechanism Reporting System (BMRS).

08/10/2010 - You are advised that there is an issue which is affecting the performance of the Low Grade Balancing Mechanism Reporting System (BMRS). The root cause is currently under urgent investigation. The High Grade BMRS is unaffected by the issue.

30/09/2010 - In BSC Central Services Bulletin 149, we told you that High Grade Participants may have experienced a brief interruption to their High Grade Network connection which could have affected their BMRA TIBCO Service between 16:01 (BST) and 16:03 (BST), yesterday 29 September 2010.

Three new Panel Members have been elected by the electricity industry, and two existing members have been returned. 14/05/2010 - Market Domain Data (MDD) version 166 was distributed on 12 May 2010. Unfortunately, there was a problem with the Data Transfer Network (DTN) distribution of MDD files to Role Codes P (PRS Agent), R (Distributor) and X (Supplier) and these files were not sent. Files sent via email or to other Role Codes were not affected.

12/05/2010 - Scottish Power Transmission Limited (Company No. SC189126) will withdraw from the Balancing and Settlement Code (in accordance with Section A5.13 of the BSC) effective from 12 May 2010.

29/03/2010 - From 7 April 2010, we will change the way the SAA-I014 sub flow 2 (SO142) Settlement Report reports the System Operator (SO) flag. This affects Settlement Dates from 5 November 2009 onwards. This will resolve a difference between the existing reporting approach and the published Interface Definition Design Part 2.

24/03/2010 - ELEXON, in co-operation with the Transmission Company, has reviewed the value of the Continuous Acceptance Duration Limit (CADL). The results of the analysis suggest that 15 minutes remains a suitable value, as it has done since the parameter was introduced in 2001.
