Performance Assurance Framework (PAF) Review
The Core Working Group’s (CWG) Findings Report is available to download from the
table below. This report sets out the conclusions of the PAF Review and the CWG
recommendation for an enduring assurance regime for the SVA aspects of the BSC.

Background
The BSC Review 2004/05
set out the rationale for a fundamental review of the Performance Assurance Framework
(PAF)and in August 2005 the BSC Panel endorsed ELEXON's proposal to take this work
forward, with BSC Panel members urging the industry and ELEXON to take the opportunity
to consider radical changes. The Review began in September 2005 and completed in
August 2006.
Purpose
The Review examined from first principles the need for assurance in the Supplier
Volume Allocation (SVA) Arrangements, and how assurance would be best delivered
in the future. The Review’s goal was to design a new assurance regime that would,
at minimum cost to industry, mitigate risks arising under the SVA aspects of the
BSC.
Industry Participation
Industry participation in the Review was facilitated via the following channels:
Core Working Group (CWG)
A Core Working Group (CWG) of industry experts was established to lead the Review,
investigate issues, and make proposals. For more information about the CWG refer

Open Invitation Industry Sessions
ELEXON held open invitation industry sessions in
September 2005 (at the SVA Forum),
November 2005 and January
2006 (at the SVA Forum) and
April 2006. The meeting documents available in the Events section
contain more information about the discussions at these sessions.
Industry Consultations
Consultations on the development of the PAF Review and the work of the CWG were
issued in January and May 2006. The consultation documents and consolidated response
