The SVA Qualification process is a market entry technique which forms part of the Performance Assurance Framework. An overview of the process is detailed in ‘An Overview of Market Entry: SVA Qualification’(73Kb) . The process is designed to provide assurance that new organisations entering the market in certain roles have developed their systems and processes to an appropriate standard in order to meet their obligations under the BSC.
The following types of market participants are required to complete the Qualification process before becoming active in the market:

Qualification applications are considered by the Performance Assurance Board.
Once an organisation is Qualified in a certain role (other than Suppliers), that organisation is required to maintain its Qualified status through the re-Qualification process when it makes Material Changes to its previously Qualified systems and/or processes. The following note provides guidance on Material Change and Triggers for Re-Qualification(75Kb) .
The Qualification and re-Qualification processes are documented in Section J(82Kb) of the BSC and in BSCP537 ‘Qualification Process for SVA Parties, SVA Party Agents and CVA Meter Operators’(161Kb) .
The principle of Self Assessment surrounds the Qualification and re-Qualification processes. A Self Assessment Document (SAD) is completed by the applicant and reviewed by ELEXON or the Qualification service provider (QSP) (PricewaterhouseCoopers LLP). The SAD embodies the Qualification Requirements. The applicant will be expected to provide evidence to support the responses to the questions in the SAD and in some cases, based on an assessment of the risk of the applicant, ELEXON or the QSP may witness testing carried out by the applicant. The PAB determines a Menu of Fees for Qualification and re-Qualification applications; this is currently set to zero.
Storyboards are guidance documents that applicants may use to assist in the design of market scenario and business process testing that is required to satisfy the Qualification Requirements. Two sets of storyboards have been developed.
This set of storyboards covers the testing of Suppliers and SMRAs for both the BSC and Master Registration Agreement (MRA) market entry processes and has been jointly developed by ELEXON and MRASCo. MRA Entry Process and BSC Qualification Storyboards(802Kb)

Qualification Applicants are required to test the interfaces between themselves and other market participants with which they would reasonably be expected to interact. Qualification Applicants may contact the SVA Agent to request interface testing, should they require it, by emailing isra.helpdesk@capgemini.co.uk and completing the SVA Agent interface testing request form found in the table below.
The introduction of the SVA Qualification process in August 2007 changed the requirements on Suppliers to register Supplier ‘hub’ combinations. A clarification on this and on the process for notifying the SVA Agent of standing data changes was issued in Newscast Issue 162(72Kb) .
