Changes to PARMS Serials

CP1325 ‘Removal of Obsolete PARMS Serials’ goes live on 1 November 2010 in response to an industry review of the Serials in the Performance Assurance Reporting and Monitoring System (PARMS), which revealed that several Serials no longer provide meaningful metric data for Settlement Risks. Overall, there are 14 PARMS Serials which the Performance Assurance Board (PAB), PARMS review group and industry consultation respondents agreed are now obsolete, and are being removed as part of CP1325:

Subject to SP01 Supplier Charges

  • Serial: DA02
    Title: Timely Application of LLFs
  • Serial: HC01
Title: Half-Hourly (HH) Estimates at RF
  • Serial: HC02
Title: HH Read History to New Half-Hourly Data Collector (HHDC)
  • Serial: HM02
Title:  Provision of HH Initial and Final Reads by Half-Hourly Meter Operator Agent (HHMOA)
  • Serial: HM03
Title: Proving of a Metering System
  • Serial: NC03
Title:  Non-Half-Hourly Data Collector (NHHDC) to Non-Half-Hourly Data Aggregator (NHHDA) Meter Reads and History (t-1)
  • Serial: NM01
Title:  Non-Half-Hourly (NHH) Meter Faults: Time Taken to resolve
  • Serial: NM02
Title: Provision of NHH Initial and Final Reads by Non- Half-Hourly Meter Operator Agent (NHHMOA)

Not subject to SP01 Supplier Charges

  • Serial: DA01
Title: NHH and HH Aggregated Data for All Runs
  • Serial: NC01
    Title: D0023 Exceptions
  • Serial: SH01
    Title: HH Data Aggregation Exceptions
  • Serial: SH03
    Title: D0095 Exceptions
  • Serial: SP03
    Title: Invalid Supplier Hubs

CP1325 changes the PARMS system so that files containing the above Serials will be rejected if they are received for Reporting Periods that fall beyond an ‘effective to’ date for that Serial. The ‘effective to’ date for all the affected Serials, in the table above, is 31 October 2010. Please remember this when you submit your PARMS data from 1 November. The last submissions for the 14 obsolete Serials is 20 working days after the October 2010 reporting period, so you must submit them by 5pm on 26 November.

For the October 2010 reporting period, you should report the affected t-1 Serials (NC03, HC02, NM01 and HM03) as normal. This means that for those instances where the start event is in September 2010, that are still pending by the end of October 2010, they should be submitted in November 2010. The PARMS system will not accept any more submissions for these four serials after the October 2010 reporting period.

For the November 2010 Reporting period onwards, you must submit the following Serials:

  • For Suppliers – Data Provider Information(DPI) and SP04;
  • For Supplier Agents – SP05, SP06, HM01, HM04, HM05, HM06, NC02, NM03 and NM04.

If you are a Supplier, you must amend your DPI files removingredundant Serials from the November 2010 Reporting Period. If you don’t do this you may incur SP01 Supplier Charges.

If you are a Supplier Agent, you must submit all Serials up to the October 2010 Reporting Period. From the November 2010 Reporting Period, you only need to submit the remaining Serials. If you do not do this, Suppliers may incur SP01 Supplier Charges.

Following the outsourcing of the operation of the PARMS system to Logica, the existing ELEXON email address for receiving PARMS submissions (parms@elexon.co.uk) will be withdrawn from 1 November. Any subsequent emails sent to that address will be rejected. Please redirect all PARMS submissions to parms@parms.bsccentralservices.com.
