Sara Vaughan appointed as BSC Panel chair for a further three years

Ofgem has confirmed that the current Balancing and Settlement Code (BSC) Panel Chair, Sara Vaughan, has been reappointed for a term of three years, starting from 1 October 2025. This follows a recommendation to Ofgem from the BSC Panel. 

Stakeholder Advisory Forums to replace code panels

The BSC Panel Chair’s role may change considerably during Sara’s next term, as the BSC Stakeholder Advisory Forum (SAF) is set up. 

The SAFs will replace code panels as part of the reforms to the energy code arrangements. The arrangements for the BSC SAF will be made clear in Ofgem’s forthcoming document on the final details for the reforms.  

Elexon expects to be licensed as the BSC code manager in early 2026.
