Vires Modification raised so that Elexon can take on the market facilitator role

Today (12 September) the BSC Panel initially agreed that a Modification to amend Elexon’s vires so that it can take on the market facilitator delivery body role should be approved.

Unanimous view that the change should be approved

Modification P481 ‘Enable Elexon to be the Market Facilitator Delivery Body’ was raised by the Association for Decentralised  Energy (ADE). Before reaching a unanimous initial view that the proposal should be approved, the Panel designated the ADE as a third party proposer for the change.  

The Panel agreed to progress the Modification directly to Report Phase. Elexon will now consult on the Modification proposal from Monday (16 September) with a deadline for responses of 27 September.  

Elexon will then present the responses in a Draft Modification Report to the Panel at its next meeting on 10 October, after which a formal recommendation for approval will be made to Ofgem.  

Modification to be implemented this November subject to Ofgem approval 

Subject to final approval by Ofgem, Modification P481 will be implemented in the November 2024 BSC Release (7 November), provided that Ofgem makes a decision by Nov 4.

If Ofgem makes an approval decision after 4 November, Elexon will implement the change five days after the Ofgem approval.  

Moving at pace

Elexon’s Chief Executive, Peter Stanley, said: “This is an important step towards Elexon starting market facilitator operations. It is important to be working with the ADE on this proposal and we look forward to collaborating with them, and the 150 organisations they represent. Many of these organisations provide flexibility and will benefit from the more open, coordinated and transparent distributed flexibility markets that we will deliver.”

Elexon takes over as chair of the Open Networks challenge group

As part of the set-up phase for Elexon to perform the market facilitator role, we will be working with the Energy Networks Association (ENA) so that the Open Networks programme can be managed by Elexon.

The ENA has announced today that Hussein Osman, Elexon’s Market Intelligence Advisor, will be the new chair of the Open Networks Challenge group.  

The Open Networks programme helps to speed up the connection of low carbon generation to the networks,  and help flexibility providers to offer their services in balancing supply and demand.

We look forward to working with the ENA and members of the Open Networks programme to maintain the momentum in growth of flexibility markets.
