The Market-wide Half Hourly Settlement (MHHS) Performance Assurance Framework (PAF) engagement plan supports Elexon’s objectives during the PAF changes due to MHHS. It outlines Elexon’s approach, detailing the audience, purpose, key messages, timing, and engagement methods for key PAF deliverables.
The plan includes key dates for industry stakeholders, related to Settlement Risk resources and changes to Performance Assurance Techniques for the 2025-2026 Performance Assurance Operating Period (PAOP).

PAB MHHS BSC Audit Approach Workshop

The BSC Audit Technique Owner and the MHHS PAF Engagement Lead will be responsible for the Newscast which will be delivered following the workshop due to take place between October and November 2024.
This will highlight any key changes to Parties Audit experience for the BSC Audit beginning in October 2025.
MHHS BSC Audit Work Paper Transformation
All BSC Audit Workpapers are undergoing a MHHS transformation exercise to accommodate new MHHS BSC Procedures and Obligations.
Elexon will provide a Newscast article to engage Suppliers and Unmetered Supplies Operators (UMSO) on the key updates to the UMS BSC Audit Work Paper that was discussed with the P434 Working Group in June 2024.
The UMSO BSC Audit Work Paper will include updates to the Change of Measurement Class processes for P434 Half Hourly Settlement for UMS Metering Systems.
The BSC Audit Technique Owner and the MHHS PAF Engagement Lead will be responsible for the Newscast which will be delivered following the Unmetered Supplies User Group in September 2024.

There are no planned BSC PAF related code changes for Section H and the BSC Audit Service Description as part of the MHHS Programme Code Design. PAF will work with the BSC Auditors to implement changes to BSC Audit guidance documents before the start of the 2025/26 BSC Audit beginning in October 2025.

The update to these documents will accommodate both the changes due to MHHS and the impacts of P432 – Half Hourly Settlement for CT Advanced Metering Systems.
The TAM Technique Owner and the MHHS PAF Engagement Lead will be responsible for the Newscast which will be delivered after M7 (December 2024), prior to the delivery of code changes.

Settlement Performance Reporting
Elexon will provide a Newscast to advise Suppliers and Supplier Agents of the updates to Settlement Performance Reporting as a result of MHHS. The Newscast will provide information on the rollout of new MHHS Settlement Performance Reporting.
The EFR lead and MHHS PAF Engagement Lead will be responsible for the Newscast which will be delivered following the delivery of the new Performance Standards which will be discussed with the PAB on PAB MHHS Strategy Workshop planned for September 2024.
Material Error Monitoring Updates
Elexon will provide a Newscast to advise Suppliers of the inclusion of Energisation Status Reporting, and Unmetered Supplies Reporting into the Performance Assurance Board Risk Report.
These Changes will remove these reports from the Material Error Monitoring Performance Assurance Technique.
The Risk Report lead and the MHHS PAF Engagement Lead will be responsible for the Newscast which will be delivered in August 2024.

The new BSCP711 document planned for BSC PAF to outline PAM is part of the MHHS Programme Code Design incorporates changes to the Peer Comparison technique.
The MHHS PAF team will collaborate with the PAM Code Drafter to implement changes to PAM guidance documents before the start of the 2025/26 PAOP.
