The pre-qualification submission window for Market-wide Half Hourly Settlement (MHHS) participation has been opened today (5 February) and final submissions must be provided by 26 April 2024.
Non-System Integration Testing (SIT) Suppliers, Supplier Agents and Meter Equipment Managers, New Entrant LDSO Programme Participants are required to provide a Pre-Qualification Submission for MHHS Qualification.
Readiness to be assigned to a Qualification Wave
The submission will include all the information that Elexon and the Retail Energy Code Company (RECCo) need to make an informed judgement on a party’s readiness and suitability to be allocated to a particular Qualification Wave.
The information provided will also assist Elexon and the RECCo in understanding the resource and testing capacity required to support each MHHS Qualification Wave.

What should be included in pre-qualification submissions
Each Programme Participant needs to provide the following information:
- Preferred Qualification Wave
- Pre-Integration Testing (PIT) approach and completion timescales
- Qualification Testing approach and completion timescales
- Any ‘Placing Reliance’ proposals, both to understand dependencies and the level of testing required in Qualification Testing
Providing Supplier Hub relationships to inform migration planning is optional.
Webinar on pre-qualification submission
Elexon and the RECCo will work collaboratively with participants to ensure they are in a suitable Qualification Wave.
We will host a webinar on 7 March from 10:30 to 11:30 to support Programme Participants with completing the Pre-Qualification Submission template.

Reducing the administration burden
To reduce the number of information requests simultaneously going to Programme Participants, we have included questions to cover MHHS readiness for other relevant code areas within the pre-qualification submission (Section 4.5).
Responses to these questions will feed into BAU assurance arrangements under BSC and REC and will not form part of the Programme Participant’s MHHS Qualification Wave allocation assessment.
The information provided in the Pre-Qualification Submission will be used by both the Code Bodies and the Programme.
