This Modification proposed the removal of Section K3.1.2A from the BSC to reflect how Exemptions for Electricity-Intensive Industries (EII) are applied in practice. The current Department for Business and Trade (DBT) led process already accounts for mixed asset configurations within BM Units, rendering this BSC restriction outdated. With no industry impacts, low implementation costs, and alignment with operational and policy intent, this change will simplify the Code and remove a point of potential non-compliance.

The efficiency of the current three-stage manual validation process involving website/CSV upload is being assessed, and the potential for API automation is under consideration. Under the MHHS Programme there is currently an incentive for Suppliers to become qualified to participate in the new arrangements by Milestone 14. This Modification seeks to replicate that incentive for Milestone 15. This proposal aims to incentivise Suppliers to meet the MHHS Migration Plan by restricting their ability to register new Metering Systems if they fail to complete migration on time.

This change is expected to enable flexible asset participation and support energy system goals such as Clean Power 2030.

In order to finalise the preparations for the Market-Wide Half-Hourly Settlement (MHHS) Milestone M10, scheduled for September 2025, Elexon is issuing this Request for Information (RFI) to gather further insights and confirm the accuracy of the collated ISD data by the collaborative efforts of MHHS, Elexon, and LDSOs.
The purpose of this RFI is to identify any potential discrepancies and ensure that all required adjustments are made prior to the ISD data migration.
Elexon will collate all feedback and respond to changes where required. The changes will be presented at the Supplier Volume Allocation Group (SVG) committee for approval in readiness for MHHSP ISD Data Migration
