Issue 89 is now closed.Summary
This Issue seeks to examine the effectiveness of the Settlement Adjustment Processes (SAPs) introduced by P305 ‘Electricity Significant Code Review Developments’ in 2015. The SAPs amend participants’ imbalance positions following a DCE.
The SAPs were used for the first time following the DCE on 9 August 2019 and the majority of positions have been adjusted accordingly. Issue 89 will act as a lessons learned exercise for the SAPs, and indentify potential process improvements.
P397 ‘Assessing the costs and benefits of adjusting Parties’ Imbalances following a demand disconnection’ sought to introduce a materiality threshold whereby DCE processes are only run where the estimated benefits outweigh the expected costs. Ofgem sent back P397 on 3 March 2020, requesting further evidence on the costs of operating the SAPs. Issue 89 was also used to gather the P397 supporting information requested by Ofgem.
Progression
Issue 89 was raised on 23 March 2020 and the first meeting was held on 22 April 2020. A Request for Information (RFI) was issued on 04 May 2020 for 15 WDs to gather industry’s costs and effort related to the DCE on 09 August 2019. The findings of this RFI were considered at its meeting on 29 June 2020. It was then presented alongside the Issue Group’s views to the Panel as part of P397 at its July meeting. The final meeting was held on 26 August 2020, and the Issue Report was noted by the Panel at its meeting in June 2021.
