Summary

The qualification process as described in BSCP65, BSCP71 and BSCP531 assumes that the testing organisation is responsible for making a statement about the qualification status of the Party or Party Agent being tested. These BSCPs were written in advance of arranging the actual process and there is now a significant discrepancy between the process currently described and the process in use. In particular, Elexon is responsible for making the statement about qualification status, based on tests done or waivers requested. The proposed change requires that appropriate changes be made to describe the process as it has been carried out under the NETA Programme and as it will be carried out by Elexon.
