Summary
BSCP07 Section 2. 2 defines “Effective Date” as ‘The date and time from which the request for a SDC will become effective’. In addition, the Standing Data Change Form (Section 4. 2) asks for the Effective Date and Time of the proposed change.
By default, all standing data changes take effect from midnight (local time) on the date nominated as the Effective Date. Therefore a change is required to the definition
