Summary

The process to be followed when the HHDC is aware that a proving test should have been carried out, but no proving test has been initiated is set out in BSCP502 and BSCP514. However, the Supplier is responsible for ensuring that its Agents comply with the BSC and BSC Procedures, therefore the Supplier should be responsible for liaising with the MOA regarding the failure to initiate a proving test to agree and confirm timescales for the proving test to be completed. The current obligation on BSCCo to carry out this activity undermines the effectiveness of the Supplier Hub and the Supplier’s ability to manage its Agents.
