Summary

The BSC Auditor’s Statement of Significant Matters for the year ended 30 September 2003 identified that many Non Half Hourly Data Collectors calculate Deemed Meter Advances (DMAs) manually, without using their certified EAC/AA calculation software. There may not be an adequate audit trail, making it impossible to confirm whether the calculation has been correctly performed; and the calculation may not be performed in accordance with the DMA equations in Annex S-2 of the BSC. From discussion with members of the Software Technical Advisory Group (STAG), it appears that manually-calculated DMA values are used in circumstances where a DMA is required, but the Data Collector’s system does not support the automatic initiation of the calculation.
