Summary

BSCP38 ‘Authorisations’ defines the processes under which Authorised Persons are registered and how these records are amended. The procedure is to ensure that the Balancing and Settlement Code (BSC) Agents and the Balancing and Settlement Company (BSCCo) carry out specific Code activities only at the behest of an Authorised Person. BSCCo noted a concern raised by the Supplier Volume Allocation Group (SVG) and BSC Parties that it was often very difficult for them to perform required Code activities in a timely manner when they were not aware of who within their organisations was authorised to do so. It is proposed that Party and Party Agents wishing to publish its Authorised Persons list on the BSC website can do so, provided they give formal authorisation to Elexon expressing their consent that Elexon can disclose such personal data regarding it and its employees to third parties. Formal authorisation would need to be submitted in writing by a Category A Authorised Person to the Elexon Helpdesk, clearly stating the relevant Party/ Party Agent ID(s) to which the Authorised Persons relate to. The level of validation required will be in accordance with the Authentication Guidance in BSCP38.   This solution is compliant with Data Protection Laws, as Elexon would obtain a release from each Authorised Person agreeing to the information being published.

CP1194 was raised on 4 May 2007. CP1194 was issued for Industry Impact Assessment as part of CPC00604. CP1194 was presented to the ISG on 26 June 2007 for a decision on progression. The ISG approved CP1194 for inclusion in the November 2007 Release. CP1194 was presented to the SVG on 3 July 2007 for a decision on progression. The SVG approved CP1194 for inclusion in the November 2007 Release
