Summary

A number of issues were identified around providing assurance around remote readings entering Settlement: There is currently no requirement that readings retrieved remotely are the same as readings on the display of the meter. There is a risk that inferior / inappropriate communications equipment (hardware or software) could give rise to erroneous data entering Settlements. There is also a risk that a meter read remotely is not the meter the Data Collector / Data Retriever thinks is being read. Currently a number of checks are carried out by the NHHDC when visiting the site (Appendix 4. 1 of BSCP504 ‘Non-Half Hourly Data Collection for SVA Metering Systems Registered in SMRS’). If a meter is read remotely a site visit will not take place and so these checks will not be undertaken. These issues were identified during the BSC Smart Metering Review. The BSC requirements and the proposed solution were considered and agreed by the smart metering expert group and are being progressed as this CP.

Progression

CP1253 was raised on 27 August 2008. CP1253 has been issued for Participant Impact Assessment via CPC00642 on 05 September 2008. CP1253 was presented to the PAB on 22 October 2008 for a decision on progression. The PAB endorsed CP1253 for inclusion in the February 2009 Release. CP1253 was presented to the ISG on 28 October 2008 and SVG on 04 November 2008 for a decision on progression. The ISG & SVG approved CP1253 for inclusion in the February 2008 Release. CP1253 was implemented on 26 February 2009 as part of the February 2009 Release.
