Summary

CP1360 was raised by ENW Ltd and seeks to amend BSCP504 ‘Non Half Hourly Data Collection for SVA Metering Systems in SMRS’ to make the audit obligations on Suppliers and their agents, in relation to the use of techniques such as Gross Volume Correction (GVC) and Dummy meter exchange (DMX), more specific. CP1360 seeks to enable consistent reporting by NHHDCs and to allow the volume and applicable period of the adjustment to be readily identified. This will facilitate any investigations and analysis associated with use of these techniques.

Progression

CP1360 was raised and issued for industry impact as part of CPC00706 on 25 November 2011, with responses due back on 22 December 2011. CP1360 was presented to the SVG at their 31 January 2012 meeting, where the decision to place the CP on hold was made pending the outcome of P274.

P274 was rejected by Ofgem on 29 January 2013. Elexon presented an information paper to the SVG at their 5 February 2013 meeting to update them on the proposed progression of the CP. Elexon advised the SVG of its intention to issue CP1360 for a second industry impact assessment, due to the length of time which has now elapsed since the last one.

Elexon have since set up a Working Group to discuss CP1360 to make sure the final solution is fit for purpose following industry feedback. CP1360 v2.0 was raised and issued for industry impact as part of CPC00727 on 22 March 2013. CP1360 v2.0 proposes changes to BSCP504 to make audit obligations more specific for Suppliers and their agents in relation to the use of GVC and dummy Meter exchange.

CP1360 v2.0 was presented to the SVG at their meeting on 04 June 2013. The SVG approved CP1360 for implementation on 7 November 2013.

CP1360  was implemented on 7 November 2013, as part of the November 2013 BSC Systems Release.
