Summary

There is currently an Electricity Supply Licence requirement (Standard Licence Condition (SLC) 12.14-16) for Non Half Hourly (NHH) Meters to be inspected every two years. There is also a requirement in BSCP502 ‘Half Hourly Data Collection for Systems Registered in SMRS’ to inspect 3-phase Half Hourly (HH) Meters every year and single phase HH Meters every two years.

Ofgem recently consulted on its proposal to remove SLC 12.14-16 and has issued its revised licence condition wording. Ofgem approved these changes on 4 February 2016. The licence change will take effect from April 2016.

Elexon raised CP1452 on 18 November 2015 in order to align the BSC with the proposed SLC amendments and to clarify the requirements for Measurement Classes C, E, F and G.

Progression

The CP1452 Progression Paper was presented to the SVG for information on 2 December 2015. CP1452 has been issued for CP Consultation with responses due by 8 January 2016. The SVG considered the responses and the Assessment Report at its meeting on 2 February 2016 and approved CP1452 for implementation on 30 June 2016 (June 2016 Release).
