Summary

CP1460 seeks to include Supplemental Balancing Reserve (SBR) Actions in the imbalance price priced at Value of Lost Load (VoLL) when they are first published 15 minutes after the end of the Settlement Period.

Progression

Engie raised CP1460 on 28 March 2016. This followed discussions between Engie, National Grid and Elexon on a workable solution. Elexon presented a paper to the BSC Panel at its meeting on 10 March 2016 (Panel 250/11), setting out three options for how this CP could be progressed. Due to the Proposer requesting that the solution be implemented as part of the November 2016 BSC Systems Release, the Panel agreed that this CP should be progressed to consultation under shortended timescales once a full assessment had been carried out. Elexon issued an ad hoc consultation CPC00765 on 1 April 2016, which closed on 8 April 2016. Elexon presented the consultation responses and the Assessment Report to the Panel at its meeting on 14 April 2016, which approved CP1460.

On 9 June, Elexon advised the Panel that is was no longer able to implement CP1460 for the winter 2016/17. As SBR was no longer to be available for the following winter, the Panel decided to reject CP1460.
