Summary

The government’s Electricity Market Reform (EMR) includes the establishment of a Capacity Market (CM) to help ensure security of supply. It also includes a Contracts for Difference (CfD) scheme designed to encourage investment in low carbon generation, funded by licenced electricity Suppliers based on their gross demand.

In December 2017, EMRS raised a Data Transfer Catalogue (DTC) Change Proposal (CP) CP 3526 that sought to add the Contracts for Difference (CfD) Service Provider as a recipient of the D0355 ‘EMR Reporting Confirmation’ data flow.

When the MRA Development Board (MDB) considered DTC CP 3526, they returned a decision of “Approved Modified” for implementation on 01 November 2018[1]. The “Modified” solution was that the Capacity Management Service Provider should also be added as a recipient of the D0355 data flow.

As a result, approved DTC CP 3526 will add two new recipients of the D0355 data flow:

  • the CfD Service Provider; and
  • the CM Service Provider.

Section 3.6.4 of BSCP503 refers to the use of the D0355, so BSCP503 needs to be updated to add these new recipients in order to ensure that BSC documentation and BSC-related DTC data flows are fully aligned and that there is a requirement for the relevant HHDAs to send the D0355 data flow to the two new recipients of the D0355. The related DTC change facilitates the issuing of the D0355 to the new recipients, but does not mandate it.

In addition, the terms ‘EMR Settlement Service Provider’ and ‘EMRSSP’ are currently used in BSCP503 to represent both the CfD Service Provider and the CM Service Provider’. Although both services are currently provided by a single Service Provider (Elexon), in future it is possible that the services could be provided by different Service Providers, so these services should be clearly defined throughout BSCP503.

CP1509 was raised by Elexon on 10 September 2018 and issued for consultation on 10 September 2018 with responses due by 05 October 2018.
