CP1591 ‘New Site Visit Check Code Valid Set value’
The implementation of Distribution Connection and Use of System Agreement (DCUSA) Modification DCP411 ‘Charging De-energised sites’ involves updating the J0024 data set by adding a new Enumeration Value.
P467 ‘Enduring Solution in an event of a Gas Deficit Emergency (GDE)’
This is a follow on Modification from Issue 105 and provides an enduring solution in an event of a Gas Deficit Emergency (GDE).
CP1592 ‘Upgrade of NHHDA and EAC/AA systems from Oracle 12c to version 19.21’
Upgrade NHHDA and EAC/AA systems to the latest available version of Oracle 19.21.
P468 ‘Enabling Elexon to support the (currently in draft) Electricity Support Payments and Levy Regulations 2024’
CP1578 ‘Enabling Embedded LDSOs to submit Site Specific LLFs’
This CP proposes updates to remove issues that may stop Embedded LDSOs from submitting Site Specific LLFs. These updates will define the process for submitting Site Specific LLFs, including establishing deadlines and requirements for the Embedded and Host LDSOs.
P464: ‘Housekeeping and updating BSC references to “Consumer Scotland”, “Generation Curtailment Validation Committee” and “GCVC”’
This housekeeping Modification replaces references to “Citizens Advice Scotland” with “Consumer Scotland”. It also replaces any references to “Network Gas Supply Emergency Settlement Validation Committee” and “NGSESVC” to “Generation Curtailment Validation Committee” and “GCVC”. Additionally, it also corrects 5 non-material errors and inconsistencies across 5 Sections of the Balancing and Settlement Code (BSC).
CP1586 ‘Defining the requirements for Minimum Burden and CT ratios’
In some cases, the Current Transformer (CT) ratios for the maximum current of the circuit is not appropriately selected, even though these ratios are vital for accurate energy settlement as they ensure safe and precise current conversion, maintain metering equipment within its optimal operating range, and uphold regulatory compliance standards. CP1586 originates from Issue 93 ‘Review of the BSC Metering Codes of Practice’.
CP1584 ‘Allow non-BSC Parties to raise Change Proposals, add a CP withdrawal process and remove BCA/PACA concept’
BSC Issue 102 ‘BSC Change Process Review’ identified several improvements to align and simplify BSC Change processes on solution ownership and recommended Elexon make changes to several current processes described within BSC Procedure (BSCP) BSCP40 “Change Management”.
CP1582 ‘Update BSCP520 on Change of Measurement Class to ensure the UMSO send a D0388 with a zero charge code’
CP1582 was originally raised as a housekeeping Change Proposal (CP) to update BSCP520 ‘Unmetered Supplies Registered in SMRS’ step 3.6.2.3, as introduced erroneously by P434 ‘Half Hourly Settlement for UMS Metering Systems’], states “UMSO confirms the de-energisation date to Supplier, NHHDC and MA”’ as Non Half Hourly (NHH) Unmetered Supply (UMS) sites don’t have a Meter Administrator (MA).
Following an objection to the CP as housekeeping, and subsequent consultation period, CP1582 has been expanded to provide greater clarity and alignment with industry process for BSCP520 where a Change of Measurement Class (CoMC) event has occurred.
CP1593 ‘New Interconnector Fuel Type Category: Greenlink’
Changes are needed to the Insights Solution to ensure data relating to the new Greenlink Interconnector is provided to market participants alongside existing data relating to Settlement arrangements in the Great Britain (GB) electricity market.
P461 ‘Accurate Reporting of Customers Delivered Volumes to Suppliers’
The details reported to Suppliers when a customer delivers a Bid Offer Acceptance (BOA) through a Virtual Lead Party (VLP) do not reflect any adjustments made to that data in Settlement. This Modification proposes to address this issue by amending the values reported to Suppliers.
P465 ‘Correction to P415 legal text to amend Credit Cover requirements for Virtual Trading Parties’
This Modification is required to correct an error in the approved legal drafting for P415. This Proposal will ensure that Credit Cover requirements for Virtual Trading Parties (VTPs) correctly take into account the energy volumes (‘Deviation Volumes’) that VTPs trade in wholesale markets, which was the intention of the P415 Workgroup.
P456 ‘Enable Elexon to procure ancillary Technology Services for use by BSC Agents’
Removing barriers in BSC Section E that would prevent Elexon updating BSC Agent contracts, therefore enabling BSC Agents to use Technology Services procured by Elexon. This should reduce costs for BSC Parties.
P460 ‘Amend the responsibility to propose and consult on a MHHS Migration Plan’
P460 aims to change responsibility for proposing, consulting on and obtaining approval of the Market-wide Half Hourly Settlement (MHHS) Migration Plan from BSCCo to the Market-wide Half Hourly Settlement Programme (MHHSP).
P457 ‘Replace the Electricity Arbitration Association with the London Court of International Arbitration’
P457 proposes to remove the Electricity Arbitration Association (EAA) from the BSC and replace with the London Court of International Arbitration (LCIA) to deliver better value for money and service.
CP1579 ‘Allowing HHDCs to undergo Protocol Approval before completing Qualification’
This Change Proposal will allow Half Hourly Data Collectors (HHDCs) and Asset Metering Half Hourly Data Collectors (AMHHDCs) to undergo Protocol Approval before or during the Qualification process.
CP1575 ‘Permitting the use of busbar voltage transformers within metering Codes of Practice 1 and 2’
This CP seeks to implement the recommendation from the Issue 87 ‘Busbar voltage transformer (VT) metering for Offshore wind farms under OFTO arrangements’ Workgroup by updating Code of Practice 1 and Code of Practice 2 to allow busbar VTs to be used at Offshore and onshore wind farms.
P443 ‘To Cap NGESO Interconnector Trades’
At the current time National Grid Electricity System Operator (NGESO) can trade at prices above the Value of Lost Load (VoLL – as defined in BSC Section T 1.12, currently set at £6,000/MWh). The Proposer’s view is that this adds to customers’ costs and sends a signal to the markets that customers are willing to buy power at any price. In a cost of living crisis the Proposer does not believe that the British public are prepared to buy energy at any price.
P458 ‘Introducing Data Controller and Processor Obligations in the BSC for MHHS Testing’
The purpose of this Modification is to address the need for personal information sharing in the Balancing and Settlement Code (BSC), specifically in the context of the Market-wide Half Hourly Settlement (MHHS) testing. The current BSC General Data Protection Regulation (GDPR) and data protection provisions were not designed to allow the sharing of personal information, which has now become necessary for the planned MHHS testing.
CP1583 ‘Rationalising publication of European Transparency Regulation (ETR) data on Elexon Systems’
The ETR data published on the Balancing Mechanism Reporting Service (BMRS) was intended to provide additional insights to the market with approximately 40 reports currently available. This CP identifies several of these reports which are believed to be of minimal value to Elexon’s customers as the data is duplicated in other reports, has had no data reported, or has been superseded by subsequent regulatory changes.
CP1581 ‘Recommendation to update BSCP18 following Issue 105’
The Issue 105 ‘Further considerations following implementation of BSC Modification P448′ Workgroup has recommended a number of improvements to BSC Procedure (BSCP) 18 ‘Corrections to Bid-Offer Acceptance Related Data’.
CP1571 ‘Clarify the number of Meter measuring elements and measurement transformers’
The Metering Codes of Practice (CoPs) specify the number of measuring elements required to be metered in relation to the number of primary system conductors. However, the requirements don’t appear to be sufficiently clear or are not being complied with.
CP1576 ‘New Interconnector Fuel Type Category: Viking Link’
Changes are needed to the Balancing Mechanism Reporting Service (BMRS) to ensure data relating to the new Viking Link Interconnector is provided to market participants alongside existing data relating to Settlement arrangements in the Great Britain (GB) electricity market.
CP1580 ‘Making the Code Subsidiary Documents (CSDs) gender neutral and Housekeeping’
CP1580 seeks to make the Code Subsidiary Documents (CSD) gender-neutral in line with the Balancing and Settlement Code (BSC) and present day legal drafting and to correct BSCP602 with a housekeeping change.
P452 ‘Replacement of the Energy Bill Relief Scheme for non-domestic customers with the Energy Bill Discount Scheme’
This Modification seeks to enable Elexon as the Balancing and Settlement Code Company (BSCCo) to act as the payment provider for the Government’s Energy Bill Discount (EBD) Scheme for non-domestic electricity customers. This scheme will replace the existing Energy Bill Relief (EBR) Scheme.
CP1573 ‘Amendments to the IDD Pt 1 Spreadsheet, SVA DC and REC EMAR Data Specification for P376’
This Change Proposal seeks to amend the IDD Part 1 Spreadsheet, SVA Data Catalogue Volume 2 and the Retail Energy Code’s’ EMAR Data Specification to ensure that the BSC Configurable Items accurately reflect the P376 solution.
P450 ‘Housekeeping and making the BSC gender neutral’
This housekeeping Modification corrects a total of 52 non-material errors and inconsistencies across 31 Sections (including 9 Annexes) of the BSC. It also replaces gender specific references with references that are gender neutral to bring the BSC in line with modern best practice and other energy codes.
CP1569 ‘Amendments to the IDD documentation to align with SAA migration’
This Change Proposal will seek to amend the IDD documentation to reflect SAA no longer having access to a shared database with CRA and CDCA plus will document the interface ‘BM Unit Period Metered Volume’.
P440 ‘Enabling Elexon to administer the Capacity Market Advisory Group’
The BSC does not currently allow Elexon to undertake administrative activities that would support the Capacity Market Advisory Group (CMAG). This does not align to Ofgem’s decision to appoint Elexon to undertake the CMAG administrative activities on its behalf.
P448 ‘Mitigating Gas Supply Emergency Risks’
The war in Ukraine and resultant gas shortages in Europe significantly increases the risk of Generators in GB being prevented from generating this winter (due to Firm Load Shedding during a Gas Supply Emergency). If that happens Generators are likely to incur massive Imbalance Charges and credit cover requirements, potentially causing them to become insolvent. Even if such an Emergency does not occur, the risk that it could occur is likely to force Generators to reduce their forward and Day Ahead trading, reducing liquidity in electricity markets, and raising costs for electricity consumers.
P449 ‘Non-domestic Energy Bill Relief Scheme’
This Modification seeks to enable Elexon (BSCCo) to act as the payment provider for the Government’s Energy Bill Relief Scheme for non-domestic electricity customers. The intention of the subsidy would be to reduce non-domestic consumer tariffs in light of the recent rises in energy costs.
P446 ‘Domestic Energy Price Guarantee Scheme’
This Modification seeks to enable Elexon (BSCCo) to implement and administer the payment scheme for Suppliers as part of the Government’s Energy Price Guarantee scheme for domestic electricity customers. CP1566 seeks to formalise the Central Volume Allocation (CVA) Commissioning End to End Check (CEEC) process in BSCP02, BSCP20, BSCP38, CoP4 and CDCA Service Description for new and existing CVA Metering Systems.
P447 ‘Avoiding impact of Winter Contingency actions on cash-out prices’
This Modification would prevent negative impacts to the cash-out price if NGESO’s Winter Contingency service is used.
CP1561 ‘Updating SVA DC Volume 1 and 2 for CP1546’
CP1561 looks to update the Supplier Volume Allocation (SVA) Catalogue Volume 1 and 2 to include the approved data flows and data items from CP1546.

CP1557: Housekeeping change to update CP1532 solution
CP1557 makes non-material changes to update the CP1532 solution to reflect changes made to BSCP502 ‘Half Hourly Data Collection for SVA Metering Systems Registered in SMRS’ following the implementation of P420.
CP1551 ‘Measuring Instruments Regulations – updates to BSCP601’
CP1551 seeks to update BSCP601 ‘Metering Protocol Approval and Compliance Testing’ so it aligns with new Government legislation for new Meters being placed on the GB market.
CP1547 ‘Clarification on Site Specific LLF Calculation Process for Embedded LDSOs’
CP1547 seeks to provide clarity for Embedded LDSOs that choose to calculate Site Specific Line Loss Factors rather than Mirroring, through updates to BSCP128.
CP1548 ‘Remove constraint requiring BMRS to publish data files in a specific CSV format and structure’
This change proposal, CP1548, seeks to remove the specification of particular download formats in NETA IDD Part 1 Document paragraph 4.13 and be housed and maintained in the BMRS API and Data Push User Guide
