List of all BSC Change Proposals
These pages list all Change Proposals (CP) issued since 2001. These are detailed proposals which are raised to amend CSDs and/or BSC Systems, but would not alter the BSC. They must have a clear aim, a single defined solution and contain the relevant redlined documentation changes.
CP1600 Amend BSCP301 to remove e-mail submission of Funds Accession Form
BSCP 301 ‘Clearing, Invoice and Payment’ requires BSC Parties to submit Trading Charges and bank details to Funds Administration Agents (FAA) through two methods: an online form in Elexon Kinnect and a paper BSCP301 Funds Accession Form. However, the existence of these dual processes has led to data inconsistencies and missing information due to misalignment of mandatory fields, increasing the risk of errors during data entry. Ongoing data anomalies may significantly impact the migration to the new FAA system, which will utilise an API for direct data sourcing, emphasising the need for robust data controls that the current paper process does not support.
CP1599 Remove the requirement in BSCP602 to specify the Half Hourly Data Aggregator in Non-Final Demand Declarations
CP1599 proposes updates to BSCP602 to remove the requirement for Non-Final Demand Declarations to specify the HHDA and Effective From Date (EFD) for each MSID. It also adds a process in the Customer Solution to check if an MSID in the SVA Metering System and Asset Metering System Register has transitioned to the MHHS arrangements and validate and store the relevant MSID information.
CP1598 Amending the EMDS to add missing Scenario Variants for P375
CP1598 sought to update the Retail Energy Code (REC) Energy Market Data Specification (EMDS), which includes various Market Message Scenario Variants relevant to BSC (Balancing and Settlement Code) processes. BSCP603, introduced for BSC Modification P375, outlined new Scenario Variants of existing Supplier Hub Market Messages to support Asset Metering Virtual Lead Party (AMVLP) processes.
CP1597 ‘BSCP513 Text Change – Bulk Change of Agent’
This CP proposes to remove references to Non Half Hourly Agent roles, and the reference of excluding SVA NHH MOA appointments from BSCP513 to align with Retail Energy Code.
CP1596 Amend BSCP40 to include the process for changes to the Retail Energy Code Energy Market Data Specification
This CP seeks to update BSCP40 to define processes for changing EMDS items.
CP1595 Correcting the D0148 flow in BSCP520 – CP1590 fix
CP1594 Creating an Approval Process for New and Legacy Communication Types
Older metering communication types are quickly becoming redundant and are being replaced by newer communication types. Elexon are proposing to create an approvals process to allow for the managed end dating of older technologies, such as Public Switched Telephone Network (PSTN), Circuit Switched Data (CSD) and subsequently 2G.
CP1593 New Interconnector Fuel Type Category: Greenlink
Changes are needed to the Insights Solution to ensure data relating to the new Greenlink Interconnector is provided to market participants alongside existing data relating to Settlement arrangements in the Great Britain (GB) electricity market.
CP1592 Upgrade of NHHDA and EAC/AA systems from Oracle 12c to version 19.21
Upgrade NHHDA and EAC/AA systems to the latest available version of Oracle 19.21.
CP1591 New Site Visit Check Code Valid Set value
The implementation of Distribution Connection and Use of System Agreement (DCUSA) Modification DCP411 ‘Charging De-energised sites’ involves updating the J0024 data set by adding a new Enumeration Value.
CP1590 Enabling use of DTN agent appointments process for P434
Enabling suppliers who may be considering the use of DTN derived Dataflows to meet the requirements to migrate their Unmetered Supply (UMS) portfolios over the 12 months up to the UMS mandate go live date.
CP1589 Create Additional Market Participant Role Codes
Market Participant Role Code’ is a single character alphanumeric value which is used as a unique identifier for certain Market Roles. There are 36 possible Role Codes to be allocated to different Market Participant Roles, which are defined in the Market Domain Data (MDD). In order for new Market Roles to be created in the future, a change to the format of the ‘Market Participant Role Code’ Data Item is required to increase the number of available Role Codes. Moving to a two-character alphanumeric value would provide hundreds of new potential Market Participant Role Codes.
CP1588 Mandating Calibration Checks for Main and Check Meters
This CP proposes to provide an assurance process to confirm whether a Meter Type is still operating within the allowed accuracy limits or is drifting towards, or beyond, the extreme end of the limits. It will also define the steps to be taken where an issue is identified mitigating the risk to Settlement. CP1588 originates from Issue 93 ‘Review of the BSC Metering Codes of Practice’.
CP1587 Obsolete Metering Equipment
Providing a process and transition period to remove unsupported assets and mitigate the risk to Settlement.
CP1586 Defining the requirements for Minimum Burden and CT ratios
In some cases, the Current Transformer (CT) ratios for the maximum current of the circuit is not appropriately selected, even though these ratios are vital for accurate energy settlement as they ensure safe and precise current conversion, maintain metering equipment within its optimal operating range, and uphold regulatory compliance standards. CP1586 originates from Issue 93 ‘Review of the BSC Metering Codes of Practice’.
CP1585 Submission of Half Hourly data for Embedded LDSO sites to Host LDSO
This CP proposes that the Half Hourly Data Collector send Half Hourly data for Embedded LDSO connected sites to the Host LDSO via D0275 and/or D0036 to improve the quality of forecasting and reduce manual effort.
CP1584 Allow non-BSC Parties to raise Change Proposals, add a CP withdrawal process and remove BCA/PACA concept
BSC Issue 102 ‘BSC Change Process Review’ identified several improvements to align and simplify BSC Change processes on solution ownership and recommended Elexon make changes to several current processes described within BSC Procedure (BSCP) BSCP40 “Change Management”.
CP1583 Rationalising publication of European Transparency Regulation (ETR) data on Elexon Systems
The ETR data published on the Balancing Mechanism Reporting Service (BMRS) was intended to provide additional insights to the market with approximately 40 reports currently available. This CP identifies several of these reports which are believed to be of minimal value to Elexon’s customers as the data is duplicated in other reports, has had no data reported, or has been superseded by subsequent regulatory changes.
CP1582 Update BSCP520 on Change of Measurement Class to ensure the UMSO send a D0388 with a zero charge code
CP1582 was originally raised as a housekeeping Change Proposal (CP) to update BSCP520 ‘Unmetered Supplies Registered in SMRS’ step 3.6.2.3, as introduced erroneously by P434 ‘Half Hourly Settlement for UMS Metering Systems’], states “UMSO confirms the de-energisation date to Supplier, NHHDC and MA”’ as Non Half Hourly (NHH) Unmetered Supply (UMS) sites don’t have a Meter Administrator (MA).
Following an objection to the CP as housekeeping, and subsequent consultation period, CP1582 has been expanded to provide greater clarity and alignment with industry process for BSCP520 where a Change of Measurement Class (CoMC) event has occurred.
CP1581 Recommendation to update BSCP18 following Issue 105
The Issue 105 ‘Further considerations following implementation of BSC Modification P448′ Workgroup has recommended a number of improvements to BSC Procedure (BSCP) 18 ‘Corrections to Bid-Offer Acceptance Related Data’.
CP1580 Making the Code Subsidiary Documents (CSDs) gender neutral and Housekeeping
CP1580 seeks to make the Code Subsidiary Documents (CSD) gender-neutral in line with the Balancing and Settlement Code (BSC) and present day legal drafting and to correct BSCP602 with a housekeeping change.
CP1579 Allowing HHDCs to undergo Protocol Approval before completing Qualification
This Change Proposal will allow Half Hourly Data Collectors (HHDCs) and Asset Metering Half Hourly Data Collectors (AMHHDCs) to undergo Protocol Approval before or during the Qualification process.
CP1578 Enabling Embedded LDSOs to submit Site Specific LLFs
This CP proposes updates to remove issues that may stop Embedded LDSOs from submitting Site Specific LLFs. These updates will define the process for submitting Site Specific LLFs, including establishing deadlines and requirements for the Embedded and Host LDSOs.
CP1577 To clarify the sending of a D0151 is required for all COS NHH loss processes
BSCP504 requires the outgoing supplier to send a D0151 to terminate their NHHDC appointment on Change of Supply. The positioning of clause 3.2.6.4(a) implies this is only required for non DCC serviced metering systems, whereas this should be a requirement for all metering systems. This CP amend BSCP504 to clarify that 3.2.6.4(a) applies to all Metering Systems.
CP1576 New Interconnector Fuel Type Category: Viking Link
Changes are needed to the Balancing Mechanism Reporting Service (BMRS) to ensure data relating to the new Viking Link Interconnector is provided to market participants alongside existing data relating to Settlement arrangements in the Great Britain (GB) electricity market.
CP1575 Permitting the use of busbar voltage transformers within metering Codes of Practice 1 and 2
This CP seeks to implement the recommendation from the Issue 87 ‘Busbar voltage transformer (VT) metering for Offshore wind farms under OFTO arrangements’ Workgroup by updating Code of Practice 1 and Code of Practice 2 to allow busbar VTs to be used at Offshore and onshore wind farms.
CP1574 Improving the use of the D0215 data flow in the relevant industry processes
This CP seeks to implement the recommendation from the Issue 99 Workgroup, which involves updating Balancing and Settlement Code Procedure (BSCP) 515 ‘Licensed Distribution’ and the Retail Energy Code (REC) Meter Operator Schedule 14 documents to streamline the use of the D0215 flow in its associated processes.
CP1573 Amendments to the IDD Pt 1 Spreadsheet, SVA DC and REC EMAR Data Specification for P376
This Change Proposal seeks to amend the IDD Part 1 Spreadsheet, SVA Data Catalogue Volume 2 and the Retail Energy Code’s’ EMAR Data Specification to ensure that the BSC Configurable Items accurately reflect the P376 solution.
CP1572 Specifying the requirements to provide SLDs for HV and EHV sites
Currently there is no requirement in the BSC to produce SLDs despite a number of BSC processes requiring one to be submitted. Without the requirement to produce SLDs being specified, some Parties have not felt incentivised to create them.
CP1571 Clarify the number of Meter measuring elements and measurement transformers
The Metering Codes of Practice (CoPs) specify the number of measuring elements required to be metered in relation to the number of primary system conductors. However, the requirements don’t appear to be sufficiently clear or are not being complied with.
CP1570 Housekeeping amendments to include reference to ‘Asset Metering Virtual Lead Party’
CP1570 is a Housekeeping change seeking to correct minor errors identified during the preparation for implementation of Approved Modification P375 ‘Settlement of Secondary Balancing Mechanism (BM) Units using metering behind the site Boundary Point’ as part of the June 2022 BSC Release.
CP1569 Amendments to the IDD documentation to align with SAA migration
This Change Proposal will seek to amend the IDD documentation to reflect SAA no longer having access to a shared database with CRA and CDCA plus will document the interface ‘BM Unit Period Metered Volume’.
CP1568 Inclusion of new LDSO-mastered SMRS data items
This Change Proposal will include new LDSO-mastered SMRS data items in the SVA Data Catalogue, the REC EMAR Data Specification and BSCP604.
CP1567 New BSC Procedure (BSCP) for Assurance Information Requests (AIRs)
The AIR is a Performance Assurance Technique (PAT) which was introduced in May 2022. Currently there is no related BSCP for an AIR, therefore when issuing an AIR, there is no written obligation on Parties to adhere to the request.
CP1566 Introducing the CVA Commissioning End to End Check (CEEC) process
CP1566 seeks to formalise the Central Volume Allocation (CVA) Commissioning End to End Check (CEEC) process in BSCP02, BSCP20, BSCP38, CoP4 and CDCA Service Description for new and existing CVA Metering Systems.
CP1565 Updates to address Central Management System issues
This CP seeks to update BSCP520 to contain clearly outlined processes for approval and fault reporting of Central Management Systems.
CP1564 Amendments to the approved IDD spreadsheets for P399
CP1564 is a Housekeeping change seeking to update the the New Electricity Trading Arrangements (NETA) Interface Definition Documents Part 1 and 2 that were approved under P399 ‘Making the identity of Balancing Service providers visible in the Balancing Services Adjustment Data’ to correct a defect impacting sub-flows 3 & 4 of the SAA-I014 Settlement Reports.
CP1563 Altering the Trigger Point and subsequent Timescales for Commissioning SVA CT Operated Metering Systems and issue of Data Flow
CP1563 seeks to update some of the trigger points for Current Transformer (CT) Commissioning and subsequent sending of data flows as the Proposer considers that they are not appropriate for CT operated metering systems of all types.
CP1562 Amendments to the approved IDD changes for P375
CP1562 seeks to update the New Electricity Trading Arrangement (NETA) Interface Definition Documents(IDD) Part 1 and 2 that were approved under P375, to provide clarity to the relevant Parties that make use of the document.
CP1561 Updating SVA DC Volume 1 and 2 for CP1546
CP1561 looks to update the Supplier Volume Allocation (SVA) Catalogue Volume 1 and 2 to include the approved data flows and data items from CP1546.
CP1560 Demand Control Event Process Clarifications
This CP seeks to clarify the processes that take place after a Demand Control Event by amending the relevant Code Subsidiary Documents to ensure clarity and consistency.
CP1559 Complex Sites Process Improvements
This Change Proposal will deliver improvements to the Complex Sites process.
CP1558 New Registration data items to facilitate MHHS
This Change Proposal will introduce new Registration Service data items and supporting BSC processes into existing Supplier Meter Registration Service (SMRS) systems.
CP1557 Housekeeping change to update CP1532 solution
CP1557 makes non-material changes to update the CP1532 solution to reflect changes made to BSCP502 ‘Half Hourly Data Collection for SVA Metering Systems Registered in SMRS’ following the implementation of P420.
CP1556 Improving the CVA Qualification Testing experience for VLPs and AMVLPs
CP1556 looks to update BSCP70 ‘CVA Qualification Testing for Parties and Party Agents’ and the Communication Requirements Document to include a test request process and a list of P-flows for VLPs and AMVLPs.
CP1555 Consumption data for Measurement Classes G and F
This CP proposes to update the requirements in BSCP502 to require HHDCs to send D0036 or D0275 for non-Data Communications Company (DCC) enrolled Metering Systems and/or D0380 for DCC enrolled Metering Systems to Licenced Distribution System Operators (LDSOs).

CP1550 Updates to monitoring of voltage failure alarms requirements
This Change Proposal looks to simplify the management of phase failures and update the requirements of voltage failure alarms.
CP1549 ‘Amendment of BSCP516 to clarify the criteria for Non-Domestic SVA Metering Systems’
CP1549 seeks to remove the text from BSCP516 ‘Allocation of Profile Classes and SSC’s for Non Half Hourly SVA Metering Systems Registered in SMRS’ that suggests a Change of Measurement Class from HH to NHH Profile Classes 3 or 4 is not possible so that it aligns with the correct interpretation of the rules set out in the BSC.
