Consultation on the BMU / MSID Allocation service impacting Virtual Lead Party, Virtual Trading Party and Supplier
Elexon have received feedback from several industry participants (Virtual Lead Parties, Virtual Trading Parties) about plans to allocate large volumes of MSID Pairs to Balancing Mechanism Units (BMUs) to enable independent Aggregators to offer Balancing Services and Participate in the Wholesale Market through P415.

What is proposed?
Currently, participants can either upload these allocations through the Kinnect Customer Platform via screens or submit a spreadsheet with MSID Pair allocations (P0278 MSID CSV Template), which the Kinnect Customer Platform processes for inclusion in the Balancing Mechanism (BM).

Depending on how large the actual numbers are, the volumes may exceed the number the solution was originally intended to support due to the level of manual intervention required.
Elexon is establishing a working group (Issue 115) to explore ways to improve the registration process for distributed energy resources in the BM. This group will focus on enhancing the current registration procedures.

- Enhanced CSV (P-Flow) file: Quickest to deliver (approximately 2 months)
- Load & read API solution (JSON structures): A step towards a long-term solution but longer to deliver (approximately 3 months)
- Wait for a solution based on the outputs of the 115 Issue group (expected within a year)
