We are seeking views on the proposal of mandating Half Hourly settlement for customers in Profile Classes 1-4 from a future date. The consultation also proposes that Non Half Hourly settlement will be discontinued at some point in the future. It will inform the cost benefit analysis work and help identify the benefits and barriers to our customers settling volumes of energy on a Half-Hourly basis as Smart (or Advanced) meters are installed for customers in Profile Classes 1-4.

The purpose of this consulation is to invite responses to the BMRS Zones Review Report.

We invite you to respond to the consultation on the Risk Operating Plan (ROP) for 2011/12 (the proposed amendments can be found in Section 2 of the ROP). Elexon will present the consultation responses to the PAB at its meeting on Thursday 28 October 2010. At this meeting the PAB, with delegated authority from the Panel, will approve the ROP 2011/12 (subject to any changes it deems necessary).

This Impact Assessment underpins a Cost Benefit Analysis that forms part of our Profiling and Settlement Review. We want to identify the benefits and barriers to our customers as Advanced, Half-Hourly-capable metering systems become available for Profile Classes 5-8. What we learn from this consultation will also position us to help our customers as they prepare for Smart metering.
