Risk Operating Plan 2013/14 Consultation
This consultation asks respondents to review the Risk Operating Plan (ROP) 2013/14, and to submit any comments to [email protected]. Responses to this consultation will be presented to the Performance Assurance Board (PAB) meeting on 29 November 2012.

Consultation on the Market Index Definition Statement (MIDS) Review
The MIDS has been reviewed to ensure that the Market Index Data used to calculate the reverse price is providing a reasonable reflection of the price of wholesale electricity in the short term market.
The Imbalance Settlement Group (ISG) is seeking views from the industry on the suitability of including the Overnight product in the MIDS and/or giving a ‘0’ weighting to timeband 6 (i.e. excluding the trades between in timeband 6).
The consultation has been published on the Elexon Website. If you would like to respond, please complete the proforma and send it to Oliver Xing by Tuesday 18 September 2012. The ISG will consider all the consultation responses at its September meeting where a final recommendation will be made to the BSC Panel.
Credit Assessment Price Consultation: August 2012 [Closed]
This consultation seeks respondents’ views on increasing the Credit Assessment Price (CAP) to £52/MWh.
CAP is used in the Credit Cover calculation and a change to the value of CAP can ultimately affect the amount of Credit Cover that a Party is required to lodge.

This consultation asks respondents to review the Risk Evaluation Register 2013/14, and to submit any comments to [email protected]. Responses to this consultation will be presented to the Performance Assurance Board meeting on 23 August 2012.
Consultation on BSC Services Manager service description
Before BSCCo may consider outsourcing some or all BSC services to a new BSC Agent, a new Service Description defining the services to be provided by the new BSC Agent must be produced and approved. It is intended this Service Description will capture all services currently provided by Elexon Ltd (BSCCo).
In anticipation of any outsourcing decision, and subject to Authority approval of Modification P284, the BSC Panel is seeking views as to whether the proposed Service Description appropriately captures all of the services that are currently provided by Elexon.
Consultation for Allocation of a New Grid Supply Point (GSP) to a GSP Group
Section K1.8 of the Code states that the Panel may consider revising the GSPs comprised in a Group of GSPs (including the establishment of a Group of GSPs):
- Where a new GSP Point is commissioned or an existing GSP Point is decommissioned; or
- Where the Panel consider it appropriate to do so.
As part of a 132kV Switchgear change at Walpole S/S, National Grid and the affected LDSOs are taking the opportunity to regularise the connection arrangement whereby supplies to two LDSO Networks are currently the subject of a difference metering scheme. (Metering Dispensation D:106). This involves the registration of a ‘new’ GSPs, and the eventual de-registration of existing Distribution System Connection Point II_WALPB1.
Appendix A shows the ‘before’ and ‘after’ scenarios.
The Transmission Company propose that GSP WALP_B is allocated to the East Midlands (_B) GSP Group.

Scottish Power are constructing a new Grid Supply Point in East Glasgow, to be known as Dalmarnock GSP.
The Transmission Company propose that GSP DALM3 is allocated to the South Scotland (_N) GSP Group.
Profiling and Settlement Review Group Consultation on Dynamic Switching
We are seeking views on what changes to BSC arrangements are likely to be needed to accommodate dynamic switching once smart meters with load switching capabilities have been rolled out and the current Radio Teleswitch Service (RTS) infrastructure is no longer available.
The consultation also seeks to establish what load/meters are currently being switched dynamically, by whom and for what purposes.
