BSCP128 - Appendix 7 Relating to SVA Format data file (D0265) and SVA Short Format File

1. Reference is made to the Balancing and Settlement Code (the Code) for the Electricity Industry in Great Britain and, in particular, to the definition of "BSC Procedure".

2. This is BSCP128 Appendix 7, Version 4.0 relating to the SVA Format data file (D0265) and SVA Short Format File.

3. This BSC Procedure Appendix is effective from 29 June 2017.

4. This BSC Procedure has been approved by the Panel.

1. D0265 DATA File submission

1.1 Annual Data File Submission

The annual SVA submission of a D0265 file must contain every1 Line Loss Factor for every Settlement Period of every Settlement Date for the BSC Year 2.

1.2 Mid-year Data File Submission of new and revised LLFs3

A mid-year submission of a SVA D0265 can contain both new or revised Line Loss Factors only. A full set of data as per 1.1 is not required and can be submitted as a partial file. File submissions for mid-year can be in the format of either a full submission or partial submission.

A mid-year SVA D0265 submission that contains new or revised Line Loss Factors will be automatically added to the LDSOs full portfolio of LLFs by ELEXON.

1.3 New Entrants

New entrants are required to submit a full D0265 containing all Line Loss Factors associated with that distributor at first instance.

3. SVA SHORT FORMAT FILE

The SVA Short Format File is a file that Embedded LDSOs that Mirror a Hosts LDSO’s LLFs can submit to BSCCo detailing how its LLFCs map to its Host LDSO’s LLFCs. It can be submitted in the place of a D0265 file, and BSCCO will use it to create and submit a D0265 on behalf of the Embedded LDSO. It is only available to Embedded LDSOs that Mirror the Host LDSO’s LLFCs.

The SVA Short Format File is submitted as a Microsoft Excel (.XLS) file4. The file should contain a single tab, with a column for the Host LDSO’s MPID, the Host LDSO’s LLFC, the Embedded LDSOs MPID and the Embedded LLFC to be mapped, as well as effective from and to dates that the mappings cover. LDSOs can choose to create an individual file for each SVA MSID or combine multiple MSIDs into one file.

1 All Line Loss Factors (LLFs) that will be active for the forthcoming BSC year.

2 New or Revised Line Loss Factor Classes must follow the Market Domain Data time frames in BSCP509 ‘Change to Market Domain Data’ and new Calculated Self-Assessment Document (CSAD) BSCP128 is to be submitted on every occasion.

3 Mid year submission of revised LLFs are subject to the criteria defined in the LLF Methodology Principles 14, 15 and 16.

4 For any Parties that do not have Microsoft Excel, they can provide an equivalent CSV file in agreement with BSCCo.
