The Panel shall from time to time appoint an individual to Act as the independent chairman of the Trading Disputes Committee, and may remove and replace such individual so appointed from time to time. The TDC Chairman shall have such functions (in addition to chairing meetings of the Trading Disputes Committee at which he is present) in connection with the conduct of the business of the Trading Disputes Committee as the Panel shall assign to him. The TDC Chairman shall not be a member of the Trading Disputes Committee and shall not have a vote at meetings of the Trading Disputes Committee; has the meaning given to that term in Section W2.5.1;
