Changes to BSC Performance Standards for Meter Systems in Measurement Classes F and G

Performance Standards for Half Hourly (HH) Metering Systems in Measurement Classes (MC) F and G will increase from 90% of energy settling on actual data at the First Reconciliation Run (R1) to 99% on 1 January 2020.

If the new standards are met, this will result in better settlement accuracy earlier, as there will be a higher volume of actual energy, rather than estimates by the R1 run, which is 39 working days after each Settlement Period.

On 5 November 2015, Modification P300 ‘Introduction of new Measurement Classes to support Half Hourly DCUSA Tariff Changes (DCP179)’ introduced the following HH MCs for Metering Systems that are not 100kW:

  • MC E was re-labelled to be designated for HH Current Transformer (CT) Metering Systems
  • MC F was designated for domestic HH CT and Whole Current Metering Systems
  • MC G was designated for non-domestic Whole Current Metering Systems

The Performance Level for all three was set at 99% of energy settling on actual data at the First Reconciliation Run (R1) and all further runs. However, Modification P347 ‘Reduction in R1 Read Requirement for Half Hourly Sites’ decreased the performance standards for MCs F and G to 90% for R1 only. This reduction was set with a sunset clause of 1 January 2020, when the performance standard would increase to 99% again.

From January 2020 sub 100kW Performance Standards will be 99% at R1 and considered as an aggregate of MCs E, F and G. The Performance Assurance Board will be assessing Suppliers’ performance at its April 2020 meeting and, if Suppliers are under-performing, will determine if Performance Assurance Techniques, including Error and Failure Resolution are required.

The PAB has highlighted that Meter Operator Agents and Half Hourly Data Collectors will need to co-operate with Suppliers to address issues preventing sub-100kW settling on actual energy at R1.
