Update on Project TERRE and our plans for Industry Testing

Elexon is supporting National Grid Electricity System Operator (National Grid ESO) to fulfil its responsibilities for Project TERRE (Trans European Replacement Reserves Exchange).

What is Project TERRE?

Project TERRE will use the LIBRA IT platform for exchanging electricity Replacement Reserves (RR) and establish the European RR balancing energy market.  This will create a harmonised playing field for market participants in Europe. 

In June National Grid ESO will join the RR market, opening it up to participants in Great Britain. This is one of the biggest industry changes we have seen for many years.

Project TERRE is being delivered by a group of eight electricity transmission system Operators (TSOs), including National Grid ESO.  Delivering the project  means that the TSOs are meeting a European legal requirement imposed by the European Electricity Balancing Guideline.  

Industry testing strategy 

Since the beginning of 2020, Elexon has had several workshops with National Grid ESO to agree and align our approach and plan for industry testing and deployment for Project TERRE.

In the coming weeks we will be publishing our joint TERRE test strategy, which will explain our approach to TERRE testing and how interested parties can take part, ahead of the scheduled go live in June 2020.
