Current Status
Summary
BSC Section S provides details of the Unmetered Supply (UMS) arrangements and obligations. Recent changes to the responsibilities of Licence Distribution System Operators (LDSOs) and the Party Agent role of Meter Administrator (MA) mean that some of the wording in BSC Section S relating to UMS is outdated. P317 therefore seeks to remove this outdated wording and better align the BSC with current working practice.
Progression
The Panel considered the P317 Initial Written Assessment (IWA) at its meeting on the 12 February 2015. The Panel unanimously agreed that P317 should be progressed directly into the Report Phase and should be treated as a Self-Governance Modification Proposal with an initial recommendation that the Modification be approved.
The Panel’s Report Phase Consultation was issued on 20 February 2015 with responses invited by Friday 13 March 2015. The Panel considered the Draft Modification Report and responses to the Report Phase Consultation at its meeting on 9 April 2015. The Panel unanimously approved P317 for implementation on 25 June 2015.
BSC Parties had 15 Working Days to appeal the Panel’s approval of P317. This 15 Working Day period expired on 1 May 2015. No appeals were received meaning that P317 was implemented in accordance with the Panel’s determination on 25 June 2015 (June 2015 BSC Systems Release).
