Review of the Modification procedures to improve the efficiency of the BSC governance process.

At its meeting on 28 June 2001, the Panel agreed to amalgamate this Modification Proposal with Modification Proposals P23 and P24. These three were therefore progressed as a single Modification Proposal, reference P28.
