Summary

P223 seeks to improve the Profile Administrator Service by replacing the existing process of recruitment of new customers / Metering System Identifiers (MSID) into the profiling sample and the resultant data collection process with a proposed solution that was developed by the Issue 29 ‘Profile Administration (PrA) Model’ Group. An alternate solution was also been developed by the Modification Group. The Alternative Modification was approved by the Authority on 17 October 2008. The new process will place responsibility on Suppliers to annually recruit new customers into the sample, replace the customer’s existing meter with a Half Hourly capable meter, and collect Half Hourly consumption data from this meter for profiling in addition to the normal Non Half Hourly data used in Settlement. Upon a Change of Supplier, the customer is lost from the profiling sample and there is no obligation on the old or new Supplier to provide a replacement customer. This event is then taken into account in the following year’s sample recruitment.

Progression

BSC Panel’s recommendations are that the Proposed Modification should not be made and the Alternative Modification should be made. The Authority rejected the Proposed and approved the Alternative Modification P223 on 17 October 2008. P223 was implemented on 01 December 2009 as a stand alone release.
