P263 introduces the Send Back Process into the BSC, which provides the Panel the ability to revise and reconsider a Final Modification Report where requested by Ofgem. It also introduces new requirements for the Panel and Modification Groups to assess the impact of Modification Proposals on greenhouse gas emissions where those impacts are likely to be material.

National Grid Electricity Transmission plc raised P263 on 2 August 2010. The Authority approved P263 on 24 November, and it was implemented on 31 December 2010.
