Summary

It is currently optional for the Lead Party of an Exempt Export BM Unit to elect a fixed Production/Consumption (P/C) Status.  If it does not, its P/C Status is by default determined dynamically and can change at any time.  This could lead to unintended Imbalance Charges if the Lead Party is unaware.

From 23 February 2012, the Lead Parties of all existing and any future Exempt Export BM Units must explicitly elect to have a fixed P/C Status of either Production or Consumption.  This P/C Status will only change if the Lead Party makes a new election (to change it from Production to Consumption, or vice versa) or if the BM Unit’s Exempt Export status is terminated.

Progression

Statkraft raised P268 on 31 January 2011. It had a 5-month assessment by a Workgroup and underwent industry consultation twice.

Ofgem approved Alternative Modification P268 for implementation on 23 February 2012.  This was in line with the recommendation of the Workgroup and the Panel.

P268 has been progressed in parallel with related change P269, which was also be implemented on 23 February 2012.
