Formal title: Allow Interconnector BM Units to choose their P/C Status

Summary
P277 proposes that Interconnector Users and Interconnector Error Administrators (IEAs) should have one Interconnector BM Unit per relevant Interconnector. The Lead Party would be required to elect whether this Interconnector BM Unit’s P/C Status is Production or Consumption. These rules would be mandatory for all existing and future Interconnector Users and IEAs from the P277 Implementation Date.
This would replace the existing requirement to have two Interconnector BM Units per relevant Interconnector (one BM Unit with a fixed P/C Status of Production and one with a fixed P/C Status of Consumption).
Progression
Vattenfall Energy Trading raised P277 on 30 September 2011. The Panel agreed to issue it for a five-month Assessment Procedure by a Workgroup, during which P277 underwent an Industry Impact Assessment and the Workgroup’s Assessment Consultation. The Workgroup’s Assessment Report was presented to the Panel at its meeting on 8 March 2012, where the Panel made an initial recommendation to reject P277 and issued P277 for its Report Phase Consultation.
The Panel made its final recommendation that P277 should be rejected at its meeting on 12 April 2012. P277 was rejected by Ofgem on 22 May 2012.
P277 was progressed in parallel with Approved Modification P278, which also related to Interconnectors.
