Current Status
Summary
The EU Transparency regulation requires primary data owners to submit information to their Transmission System Operator, or a third party acting as a data provider, for publication on a central European reporting platform. Arrangements to deliver the Transparency regulation must be implemented no later than 4 January 2015.
P295 proposes that Elexon is made the GB data provider for all data that the Transmission Company is required to submit to the central platform, with some or all of this data also being published on the Balancing Mechanism Reporting Service (BMRS).
Progression
P295 was raised by National Grid on 1 July 2013. P295 has been raised following the discussions held under Issue 47.
The Initial Written Assessment was presented to the BSC Panel at its meeting on 11 July 2013. The Panel agreed to send P295 into a 4 month Assessment Procedure via a Workgroup. The Workgroup has issued its Impact Assessment and Assessment Consultation. The P295 Assessment Report was presented to the Panel on 14 November 2013.
The Panel initially recommended that P295 be approved, and issued P295 for Report Phase Consultation. The Panel made its final recommendation that P295 should be approved at its meeting on 12 December 2013.
P295 was approved by the Authority on 22 January 2014, for implementation on 16 December 2014.
