Summary

P309 proposes to give BSC Parties the ability to specify that either replacement contract notifications or additional contract notifications are associated with an Energy Contract Volume Notification Agent (ECVNA) Authorisation. The aim is to mitigate the risk that replacement notifications might be submitted instead of additional notifications, or vice versa.

Progression

P309 was raised by RWE npower on 26 June 2014. The Initial Written Assessment (IWA) was presented to the Panel at its meeting on 10 July 2014. The Panel agreed to submit P309 to a four month Assessment Procedure, however a two-month extension was granted at the 13 November 2014 Panel meeting so the Workgroup could consider the solutions and legal text further. The P309 Assessment Report was presented to the Panel on 15 January 2015. The Panel initially unanimously recommends that P309 Alternative solution should be approved.

P309 was issued for its Report Phase Consultation on 16 January 2015, with responses due 3 February 2015. The Draft Modification Report was presented to the Panel at its meeting on 12 February 2015. The Panel unanimously recommended that P309 Alternative solution should be approved and P309 Proposed solution should be rejected. P309 was issued to the Authority for decision on 12 February 2015. On 19 March 2015 the Authority approved the P309 Alternative Modification.

P309 was implemented on 5 November 2015 (as part of the November 2015 BSC Systems Release).
