Summary

P375 proposes using Metering Equipment ‘behind’ the defined Boundary Point for Balancing Services (‘behind the Meter’), for Settlement purposes rather than the Boundary Point Meter.

This will allow balancing-related services on-site to be separated from imbalance-related activities, more accurately reflecting the balancing-energy volumes provided by the Balancing Service Provider (BSP).

P375 arose from Issue 70 ‘Settlement of Secondary BM Units using metering at the asset’.

Presentation on Modification P375

Iain Nicoll, metering team leader, gave a presentation on asset metering and how the proposals in Modification P375 work at the Energy Management Exhibition, London, in November 2019. See Iain’s slides for more detail.   

Progression

The Seventh Workgroup took place virtually on 19 March 2020. The Workgroup agreed the solution and reviewed progress with legal text. There will need to be another short meeting to agree legal text before proceeding to consultation.

The eighth Workgroup meeting occurred on 19 August 2020. The Workgroup agreed the draft legal text and finalised the consultation.

The Assessment Phase consultation was published on 24 August 2020, with responses due by 1700 Monday 14 September 2020.

The Assessment Report was presented to the Panel at its meeting on 13 October 2020, where it was progressed to the Report Phase. The Report Phase Consultation has been issued for one calendar month due to EBGL impacts, with responses welcomed by 17:00 Monday 16 November.
