Metering behind the Boundary Point
Formal title: Settlement of Secondary BM Units using metering behind the site Boundary Point
P375 proposes using Metering Equipment ‘behind’ the defined Boundary Point for Balancing Services (‘behind the Meter’), for Settlement purposes rather than the Boundary Point Meter.
This will allow balancing-related services on-site to be separated from imbalance-related activities, more accurately reflecting the balancing-energy volumes provided by the Balancing Service Provider (BSP).
Presentation on Modification P375
Iain Nicoll, ELEXON’s metering team leader, gave a presentation on asset metering and how the proposals in Modification P375 work at the Energy Management Exhibition, London, in November 2019. See Iain’s slides for more detail.
The Seventh Workgroup took place virtually on 19 March 2020. The Workgroup agreed the solution and reviewed progress with legal text. There will need to be another short meeting to agree legal text before proceeding to consultation.
As per ELEXON’s communication concerning the impact of COVID-19 the timeline for P375 has been pushed back 3 months. The Assessment Consultation is now due to be issued in July 2020.
The next Workgroup meeting will now take place in August 2020 and we will canvas members for their availability prior to setting the date.
Ahead of consulting later in the Summer, we have published a draft version of the new Code of Practice (CoP) – CoP11 – that will form part of the P375 solution. This has been published FOR INFORMATION only at this stage to give some indication to industry. We will seek feedback on CoP11 as part of the wider P375 Assessment Phase consultaion however, we would welcome any comments you may have in the meantime.
P375's progression has been delayed by the recent cyber-attack on ELEXON, as such the next Work group meeting will be in August 2020
